Job Description

Summary:

ME&A is recruiting for a Youth Workforce Development Expert for the USAID/Rwanda Collaborating, Learning, and Adapting contract. The position will be a consultant position based in Rwanda. The objective of the Collaborating, Learning, and Adapting Activity (CLAA) is to improve USAID/Rwanda's performance monitoring, evaluation, collaboration, learning, and adapting processes to ensure the Mission effectively utilizes data in all decision-making processes. The services provided under this Activity will enable USAID/Rwanda to better deliver the sustainable development outcomes articulated in its new Country Development Cooperation Strategy (CDCS) 2020-2025 and enhance the United States (U.S.) Rwanda partnership.

Responsibilities:

The Youth Workforce Development Expert shall provide services, including but not limited to the following:

  1. Review and validate desk review conducted thus far of quantitative and qualitative data from program performance indicators and other relevant metrics - interpret, conclude, and identify gaps in the presentation developed by the CLAA team.
  2. Conduct supplementary desk review of quantitative and qualitative data from assessments, evaluations, reports, and other documents in the Development Data Library (DDL) including IP reports to enrich the draft presentation and report prepared by the CLLA.
  3. Support in drafting the detailed meta-analysis report
  4. Regularly meet with the CLAA team to discuss findings and finalize deliverables

Qualifications:

The Youth Workforce Development Expert must have demonstrated experience undertaking similar work and should have substantial prior experience conducting meta-analyses and/or systematic reviews. S/he should have strong knowledge of at least one of the following: research methodologies (necessary) and Youth and Workforce Development.
Specifically, the Youth and Workforce Development technical expert should have:

  • At a minimum, a master's degree in economics or related social sciences with demonstrated expertise in the technical field.
  • Solid experience and knowledge in implementing youth employment, skills development, or TVET projects.
  • Experience working in Rwanda.
  • Extensive track record of research including mixed methods research or education studies.
  • Experience working with international teams and dealing in a culturally appropriate manner with a range of stakeholders, from high-level government officials to community members.
  • Excellent analytical, writing and presentation skills; and
  • Excellent written and verbal communication skills required; ability to produce high-quality documents/reports in English and a good working knowledge of Kinyarwanda.
