SPARK, in partnership with Islamic Development Bank is responding to the poverty reduction and economic inclusion need for vulnerable youth and women residing in Jordan and Lebanon through SPARK’s Regional Jobs Programme. This dynamic programme was designed in partnership with local companies, chambers of commerce, NGOs, the private sector and governments to create employment for youth.
The protracted nature of the crisis in Jordan and Lebanon, and its duration requires an increased focus on resilience and development-oriented approaches. Current support provided by international partners is still largely humanitarian-oriented. A shift is urgently needed towards more structured local economic development approaches, working towards sustainable poverty reduction through efforts to increase employment opportunities, reducing aid dependency and increase self-reliance. Particularly given the multi-faceted reasons and the complexity of difficulties young people experience in accessing labour markets, there is a significant need for complementary pathways and durable solutions towards building youth’s resilience and economic self-reliance.
In terms of a response, SPARK has set an outcome for matching employment demand with supply. The aim will be achieved by working with the chambers of commerce, business associations, individual companies as well as career centres of HEIs and centres for unemployment.
SPARK is seeking a new partnership to provide TVET courses with certifications and scholarships to the selected beneficiaries as well as soft skills trainings and placing them with the employment opportunities with the expectation that %50 of them will have sustainable employment opportunities.
Programme Summary:
The objective is to provide TVET and HE graduates (beneficiaries and unemployed youth) with the jobs through providing soft skills training and incentives in collaboration with SPARK-selected higher education institutions and relevant private sector stakeholders that will lead to job placement in the private sector.
Target Group: The programme targets refugee youth (50%) as well as host community youth (50%), aged 18 to 28, with a 50% women participation.
Outcome and Main Outputs:
Outcome 1: 110 (2-3) month internship opportunities. (From the enrolled and graduated Skill Up students of partner universities)
Outcome 2: 20 educators and/ or professors receive ToTs on work-ready skills and/ or soft skills training from at least 3 universities and 1 TVET institutions.
Outcome 3: 10 career guidance mentors and 20 educators and/ or professors from 3 university career guidance centres and 1 TVET received ToT on mentorship and match-up capacity-building training and coaching.
Outputs:
1.1 Youth are matched with an internship that leads to 50% employment 6 months after end of the internship.
1.2 Educators/ professors are equipped with skills to utilize the new curriculum.
1.3 Career counselors can serve as career mentors and provide match-up support in internships and job placement.
The proposal should have clear defined activities, indicators and means of verification in line with SPARK’s programme and global indicators. The proposal should include below target activities and indicators separately. It is not limited to the indicators given below:
Activity 1.1 - Mapping potential local employers with specific attention to their local labour force needs
Indicator - # of mapped local employers with specific attention to their labour force needs
Activity 1.2 - Matching students with available internship opportunities
Minimum Target - Minimum of 110 participants
Indicator - # of participants who have been matched with internship opportunities
Activity 1.3 - Building the capacity of local higher education instiutions in work-ready skills curriculum and match-up services
Minimum Target - Minimum of 3 universities - Minimum 1 TVET institution - Minimum of 25 educators/professors - Minimum of 10 career guidance councelors
Indicator - # of participants completing the training and coaching
The monitoring and evaluation team focuses on analyzing the start-up and scale up program's impact on the local economic market by investigating the new job creation and safeguarding and the business’ improvement and ability to scale or grow as a direct result of the program. The survey and data collection periods start after the program's closure and are repeated after three months and six months.
Job Creation refers to the process of providing new jobs, especially for people who were previously unemployed or inactive. There are four types of jobs we are tracking in the survey:
- Full-time (Employment contract of more than six months)
- Part-time (Employment contract less than six months)
- Internship/ apprenticeship/ traineeship/ on-job trainee (Volunteer work / non-paid job/ stipends covered only/ no social security coverage)
- Freelancer/consultancy (One-time task)
i. The partner must meet the following criteria:
a. Have actual operations in Jordan
b. Official active registration documentation should be submitted;
c. Be responsible for the preparation/ management/ implementation of the project in collaboration with related local partners and institutions,
d. Be experienced in all or parts of the following fields: curriculum development, training and, able to show that they have the capacity needed to manage the scale of the project in question and job placements.
e. Deliver tangible and efficient results,
f. Be able to budget and contribute to the success of the activities efficiently,
g. Demonstrating a strong local presence in relevant programme countries.
ii. The partner will comply with any legal obligations it is bound by under national law;
iii. The partner will adhere to SPARK’s General Terms and Conditions for partnership agreements.
iv. The partner will implement all of the activities in close collaboration with SPARK’s country, regional and expert teams.
v. The partner will have the responsibility to track, collect and enter the relevant data (to be defined in the partnership agreement ) to SPARK’s internal data system, such as Business Tracking System (BTS)
The proposal (in English) must detail the following:
i. A brief description of the expertise/portfolio for the applying agency in the field of curriculum development, training and, placements,
ii. Details why the applicant agency is a good candidate for this partnership based on the project,
iii. Proposed dates / duration for implementing the program, (Detailed time plan) in Excel Format as an Annex
iv. Detailed implementation plan, (Objectives, results/ outcomes & indicators/ outputs) (Detailed time plan) in Excel Format as an Annex. It should cover the indicators (outcome, output and activity level) given in this ToR.
v. Monitoring and evaluation plan and description of the monitoring system – Including M&E SoP ( if available)
vi. Project team structure, roles and responsibilities,
vii. Communication plan and activities, - as an Annex to Proposal
viii. Estimated efficient budget with breakdown in detail . Other related documents shall be included as annexes.
The proposal must be maximum 20 pages in addition to the annexes.
Others:
- Language of the proposal must be in English.
- Financial offer must be in Jordanian Dinar and must include VAT and all other related taxes
