Job Description

Based in Tonga, for the Tonga Australia Support Platform (TASP)

Program Background

The Tonga Australia Support Platform (TASP) is a mechanism which will support the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program management, technical advisory support, grants management, subcontracting and supports Australian Government policy development and dialogue to deliver the desired outcomes.

The Tonga Skills and Labour Mobility Program (TSLMP, the ‘Program’) is one of several pillars supported under TASP. It seeks to integrate Australia’s skills and labour mobility support to ensure Tongans can maximise economic opportunities available to them, whether they are in Tonga or Australia. TSLMP will strengthen the Tongan skills sector to ensure there is a sustainable supply of well-trained Tongans who can respond to local and international demand by working with Government of Tonga counterparts to:

  1. Strengthen the enabling environment for skills and labour mobility;
  2. Improve supply of demand-driven, flexible and inclusive skills and labour mobility initiatives; and
  3. Enhance social and economic benefits from skills development and labour mobility.

The Role

The TSLMP Pillar Lead has overall responsibility for the delivery of TSLMP—from planning to implementation and evidencing progress toward the End of Program Outcomes (EOPOs). The role is dualistic in nature, serving both as a high-level strategic and technical adviser to Government of Tonga counterparts and TSLMP personnel, and as the day-to-day leader and manager of TSLMP with operational and Technical Advisory (TA) support from TASP.

Key objectives for the TSLMP Pillar Lead include:

  • Establishment and maintenance of forthright and amicable professional relationships with senior Government of Tonga (GoT) counterparts, DFAT staff and TASP/TSLMP personnel; and
  • Effective and efficient planning and implementation of TSLMP in accordance with the endorsed Investment Design Document, agreed partner requests and applicable policies.

About You

  • Extensive experience working with the TVET and/or labour mobility field
  • Considerable experience in a senior or executive leadership role, preferably in a medium-large sized organisation related to skills development or labour mobility
  • Significant experience working on an official development assistance program, or for a donor agency
  • Highly developed interpersonal skills, with expertise developing frank and respectful relationships and sensitively navigating competing agendas in complex, cross-cultural environments
