CARE is a leading humanitarian organization dedicated to fighting poverty and social injustice, with a focus on rights programming, gender equality, and women's empowerment. To address underlying drivers of poverty, CARE's Food and Water Systems (FWS) Global Team has developed the "She Feeds the World" framework and the Right to Food, Water and Nutrition Impact Area Strategy. This framework aims to empower women and youth by enhancing their roles in growing food, managing resources, and participating in inclusive markets.

CARE is currently seeking a Technical Advisor on Youth Livelihoods and Skills Development to provide leadership in equipping young people with skills for employment, entrepreneurship, and market access. The advisor will focus on enhancing program quality, promoting equity and gender equality, developing demand-driven TVET (Technical and Vocational Education and Training) models, and supporting resource mobilization efforts.

RESPONSIBILITIES:

  • Support youth Livelihoods and Skills Development systems for youth employment outcomes: Provide expertise, guidance, and technical support to CARE's Food and Water Systems projects and other teams on capacity building for livelihoods diversification and TVET components targeting youth in work readiness activities, workforce development in agriculture, green jobs including apprenticeship and employment outcomes in non-farm sector. Support resource mobilization efforts. Support in the development of strategy and adapted TVET delivery models and digital tools. Contribute to the execution of research, learning and knowledge management.
  • Support the design of demand-driven Skill development models and gender mainstreaming approaches: Provide expertise, guidance, and technical support to CARE's Food and Water Systems projects and programs on youth employment and livelihoods across the agricultural value chain. Ensure that CARE's gender transformative principles and practices are reflected and integrated in high quality programmatic implementation of youth and livelihoods activities.
  • Support resource mobilization efforts to scale up livelihoods and employment solutions: Collaborate/coordinate primarily with the FWS Team, other donor mobilization efforts, and units within CARE to support resource mobilization efforts to advance CARE's work in digital innovation in FWS and youth and livelihoods within FWS programming. Support proposal development including program design, with focus on youth livelihoods, digital innovation, and off-farm livelihood interventions for FWS programs. Actively track the larger "mAgri" sector, evaluating applicable products, trends, and partnership/donor opportunities.
  • Provide leadership, mentorship and coaching  on TVET models and innovative solutions: Mentor and support to County Office (CO) staff through strengthening their skills, knowledge, capacity and confidence to build staff capacity to implement gender transformative approaches in youth livelihood and TVET  programming. Establish, cultivate, and maintain relationships with the ecosystem of program stakeholders. Support program staff to enhance program quality and increase the impact of innovative TVET delivery models and youth employment solutions by creating a learning platform for sharing best or promising practices, innovations, and learning, highlighting effective practices at the CO and regional level

QUALIFICATIONS:

  • Higher education degree (Bachelors/Masters) in education, agriculture, international development, economics and Finance, social sciences, or a related field, along with a minimum of 5 years of progressive experience in livelihoods programs,  technical and vocational education services, youth workforce development, entrepreneurship and public-private sector engagement.
  • Experience in workforce development, and TVET programming and its application to agriculture, gender, and youth.
  • Strong understanding of best practices in youth programming, including Positive Youth Development, and familiarity with adapted TVET models and capacity strengthening approaches for TVET organizations.
  • Experience and commitment to gender sensitive/Transformative approaches.
  • 5+ years of relevant professional experience.
  • Experience building, adapting and/or scaling livelihoods and Technical training for youth in rural, peri-urban and urban contexts.
  • Experiences in TVET and job market development for rural youth and women.
  • Strong knowledge of stakeholder/private sector management, engagement and development.
  • Past success developing and scaling solutions within a large, decentralized organization.
  • Strong internal motivation, self-starter and ability to work amid ambiguity.
  • Aware of the principles of human centered design (HCD).
  • Fantastic inter-personal and cross-cultural communication skills.
  • Commitment to gender equality, women's empowerment and social justice.
  • Fluency in English is required, with proficiency in French/Spanish/Arabic desired.
