Proposal Objective:
SI is bidding on a proposal to provide mixed methods performance evaluation services to Millennium Challenge Corporation (MCC) Côte d'Ivoire (CDI). MCC CDI is funding an evaluation of the Technical and Vocational Education and Training (TVET) Activity of the Skills for Employability and Productivity Project ($155m) Activity. The TVET activity includes two sub-activities: i. New Model for Private Sector-Led TVET Sub-Activity; and ii. TVET Quality Management and Accountability Sub-Activity.
Evaluation services include conducting the baseline, providing continuous monitoring of program implementation, and conduct the endline/final evaluation.
The period of performance for this contract is Summer 2024 to August 31, 2030.
Position Description:
SI is seeking a Team Leader consultant for the upcoming evaluation of the TVET Activity under MCC Côte d’Ivoire. The Team Leader will lead the design and provide oversight of all evaluation methods and tools, in addition oversee technical and managerial leadership of the evaluation, and supervision of the evaluation team members.
Position is contingent upon the award of the contract to Social Impact. Anticipated award is Summer 2024.
Responsibilities:
- Liaise on a regular basis with MCC HQ, MCA-CI and other organizations involved in the evaluation.
- Lead and manage the study team.
- Ensure quality control of all deliverables being submitted to MCC.
- Ensure deliverables are submitted on time, and any delays are clearly communicated to the COR/PM as soon as they are known.
- Provide technical oversight of instrument and evaluation tool development.
Required Qualifications:
- A minimum of a Master’s degree in economics, workforce education and development, career and technical education, statistics, or another field directly relevant to the evaluation.
- A minimum of ten (10) years of experience in fields directly related to the evaluation, including TVET, workforce development, education, evaluation, and/or political economy.
- A minimum of ten (10) years of demonstrated experience managing large, complex teams, including prior experience leading similar evaluation work.
- Experience designing and carrying out evaluations in the education sector, particularly with a strong understanding of technical and vocational training programs, labor markets, and youth employment.
- Demonstrated ability to translate technical findings into clear, concise results and findings, both orally and in writing.
- Demonstrated ability to integrate findings from both quantitative and qualitative methods to inform overall evaluation findings and analysis.
- Strong economic and statistical skills, including experience with detailed, high-level quantitative data analysis and survey sampling.
- Experience with qualitative data analysis and sampling.
- Experience with the design and implementation of multi-topic qualitative surveys and longitudinal studies in a developing country context, including key informant interviews and focus group discussions.
- Experience with the design and implementation of multi-topic quantitative household and or enterprise surveys in developing country context.
- Experience designing and carrying out pre-post performance evaluations.
- Full professional fluency in written and spoken English and French.
Preferred Qualifications:
- Experience working in Côte d’Ivoire or West Africa, preferably in the TVET or workforce development sectors.
- Experience conducting tracer surveys with a time horizon of at least 18 months.
