Proposal Objective:
SI is bidding on a proposal to provide a mixed methods performance evaluation services to Millennium Challenge Corporation (MCC) Belize's Education Project. The Education Project aims to invest in Belize’s secondary education and technical and vocational education training (TVET) sector. The project will finance:
- establishing an educational quality assurance system to assess and improve the quality of management and teaching as well as the achievement of learning outcomes;
- building capacity of educational leadership and teachers;
- providing teaching and learning resources;
- supporting the increase in the percentage of primary graduates that enroll in and complete secondary school; and
- supporting the establishment of a National Training Agency and building the capacity of the TVET sector to implement inclusive TVET programs that are aligned to labor market needs.
The period of performance for this contract is multiple years, expected to start March/April 2025.
Position Description:
SI is seeking a senior-level Secondary Education Evaluation Consultant to support in all phases of the upcoming evaluation of the Education TVET Project under MCC Belize.
Position is contingent upon the award of the contract to Social Impact. Anticipated award is March/April 2025.

Responsibilities:
- Provide technical advice and expertise across teaching quality and achievement of learning outcomes to develop appropriate evaluation tools and instruments. This includes experience in educational leadership and teacher capacity building, learning and teaching resource needs and gaps, and the primary to secondary school graduate gaps.
- Participate in data collection efforts.
- Provide inputs to the evaluation report.
Qualifications:
- A minimum of a Master’s degree in in economics, workforce education and development, career and technical education, statistics, or another field directly relevant to the evaluation.
- A minimum of fifteen (15) years of relevant experience designing, implementing, and disseminating results of impact and/or performance evaluations of education/higher education projects, particularly through publication in peer-review journals.
- Experience designing and carrying out evaluations in the education sector, particularly with a strong understanding of teaching quality and achievement of learning outcomes, educational leadership and teacher capacity building, learning and teaching resource needs and gaps, and the primary to secondary school graduate gaps.
- Experience designing and carrying out pre-post performance evaluations.
- Experience with the design and implementation of multi-topic quantitative household and or enterprise surveys in developing country context.
- Experience with the design and implementation of multi-topic qualitative surveys and longitudinal studies in a developing country context, including key informant interviews and focus group discussions.
- Experience conducting tracer surveys with a time horizon of at least 18 months.
- Strong economic and statistical skills, including experience with detailed, high-level quantitative data analysis and survey sampling.
- Experience with qualitative data analysis and sampling.
- Demonstrated ability to translate technical findings into clear, concise results and findings, both orally and in writing.
- Full professional fluency in written and spoken English and Spanish.
