Overview

Banyan Global is an international development consulting firm committed to improving livelihoods through market approaches for a broad and lasting impact. Banyan Global is recruiting a Public-Private Partnership Manager for the USAID-funded Partnerships for Productivity (PADU) Activity. PADU is a five-year activity that aims to enhance private sector investment in technical and vocational and education training (TVET) institutions through partnerships with private sector firms and government-owned vocational training centers called Balai Latihan Kerja (BLKs). Banyan Global is working to facilitate and catalyze the establishment of partnerships to improve the capacity of BLKs to address skills gaps in the labor market and promote the implementation and utilization of tax deductions/incentives for the private sector.  

The Public-Private Partnership Manager will be responsible for providing technical leadership and strategy for partnership-driven institutional strengthening for BLKs as it relates to private-sector partnership development at national and sub-national level. Includes identification and collaboration with Indonesian and international private sector actors for increased investments. The position is full-time, based in Jakarta. Only Indonesian candidates will be considered.

Responsibilities

  • Develop the design and implementation of national and sub-national private sector engagement, advocacy and outreach for PADU and subsequently the supported TVET programming, respective partnership-driven institutional strengthening efforts of BLKs and leveraging private-sector resources toward TVET programming.
  • Provide strategic and operational direction for pilot to scale strategy of private sector engagement and respective TVET institutional strengthening efforts with counterparts.
  • Identify best practices and workforce development (WFD) partnership model that improves effectiveness of private sector engagement.
  • Strongly support design and implementation of needs assessments, skill gap analysis, other evaluations as identified.
  • Serve as a project liaison with the private sector and public/private TVETs.  
  • Ensure the quality and timeliness of project deliverables and work products related to private sector engagement and capacity building.
  • Directly supervise core technical team members and provide indirect supervision and support to national and sub-national implementation of a diverse team of subcontracted or consultant-based team members working on private sector engagement, advocacy and outreach and TVET institutional strengthening related to partnership.  
  • Support PADU technical team to identify and develop lessons learned and best practices related to public private partnership program.
  • Support development, packaging, and dissemination of deliverables and knowledge management and communication products according to agreed formats (i.e., workplan, reports/deliverables, success and impact stories, human interest stories, video clips, and others relevant website content.
  • Ensure adherence to all relevant U.S. government and Banyan Global policies throughout project implementation.
  • Mentor and coach staff to support their professional development and application of skills and knowledge.
  • Serve as liaison and representative of Banyan Global as delegated by Chief of Party.
  • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, and support for diversity.
  • Other related duties as assigned.

Qualifications

  • Indonesian citizen.
  • Bachelor’s degree in public administration, business administration, public policy, social science, communication, development studies or related field. Commensurate experience may be considered in lieu of an academic degree.
  • 7 years of demonstrated progressive technical experience and leadership experience related to (i) private-public partnerships, (ii) private sector engagement strategies to plan and implement vocational training programs; (iii) institutional strengthening for workforce development; and (iv) outreach to various stakeholders which included but not limited to business association, Ministry of Manpower, local government at provincial or district, media, education institution and community.
  • Experience working directly with Ministry of Manpower’s TVET system or provincial and district government TVET system. Experience working directly with Indonesia’s private sector.
  • Demonstrated experience networking with GOI in national and sub-national level, private sector and/or business associations and other relevant stakeholders, such as higher education institutions, media, local and international NGOs.
  • Demonstrated understanding of advocacy and stakeholder engagement management principles and has capacity to deliver them.
  • Demonstrated ability to lead complex teams with strong program management to meet deliverables, demonstrating outstanding supervisory, facilitation, interpersonal and teamwork skills.  
  • Demonstrated experience with local as well as USG rules and regulations preferred; other donor funded WFD experience accepted.
  • Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Strong organizational and planning skills.
  • Demonstrated ability to work both independently and as a positive team player, assessing priorities, applying creative problem-solving, and managing a variety of simultaneous activities with attention to details, and produce quality results in timely manner; including tight deadlines  
  • Willingness to travel to project sites in other provinces.
  • Professional fluency in Indonesian and English is required.
  • Proficiency in the use of Microsoft office application packages like Excel, Word, or other customized project management software and comfort in a Windows PC environment.
  • Experience using and applying methods, tools (platforms, applications) and techniques for managing tasks and action plans preferred.
