Introduction

Supply chains, including domestic, regional and global supply chains, are a key feature of today’s globalised economy, with about half of world trade being related to them and with 80% of global GDP consisting of domestic supply chains. Integration into global supply chains provides significant opportunities for developing countries to attract investment, increase value added, diversify exports, become more competitive, and access and upgrade new technologies, which in turn helps to increase incomes, create jobs and alleviate poverty.

The Skills Development and Responsible Business Conduct for Transition Project is a new innovative project funded by The Japanese Ministry of Economy, Trade and Industry (METI). METI aims to achieve improved working conditions and worker well-being by supporting an enabling environment for sustainable enterprises in Japan and in the partner countries, and to support institutional level as well as enterprise level interventions so that business can fulfil its responsibility to respect human rights and labour rights and promote decent work. Furthermore, METI expects to develop a policy environment throughout supply chains for more investment on skills development to improve and expand the access to technical/vocational skills (re-skilling and upskilling) through this project.

This project will target the machinery industry, particularly Electrical & Electronics (E&E) and automotive sectors in Indonesia and Thailand, and will comprise three closely interrelated modules:

1.    Provide skills development to enhance workers’ responsiveness and productivity for structural transformation to a sustainable economy, including respect for human rights, which is consistent with the country’s development

2.    Promote responsible business conduct (RBC), including corporate activities in harmony with the country’s development priorities, and respect for the principles of international labour standards

3.    Promote an environment to contribute towards a transition to resilient value chains from the perspectives of trade and investment

Within the policy and procedural requirements established by the ILO and the Skills Development and Responsible Business Conduct for Transition Project, the Project Coordinator will be responsible for the implementation of all aspects, and particularly for module three (dedicated to activities implemented in Japan) of the project, the day-to-day management and ensure the objectives are attained with the time frame and budget. The incumbent will promote ILO policies in the project-related technical areas.

Reporting lines:

The project will be managed by the ILO Office for Japan (ILO Tokyo), in coordination with ILO Regional Office for Asia and the Pacific (RO-Asia and the Pacific), ILO Country Offices for Indonesia and Thailand. The Project Coordinator will be based in Tokyo, Japan. The Project Technical Officer will report to and work under the supervision of the Director of ILO Tokyo.

The Project Technical Officer will receive technical guidance and support from the Skills and Employability Specialist and Enterprise Development Specialist in the Decent Work Technical Support Team for East and Southeast Asia and the Pacific (DWT-Bangkok) and relevant technical specialists in the Skills Branch (SKILLS) and the Enterprise Department (ENTERPRISE) / Multinational Enterprises and Enterprise Engagement Unit (MULTI) at HQ.

The Project Technical Officer will also liaise and work in close cooperation with ROAP and the ILO Country Offices covering Indonesia, Thailand and Japan, through the Chief Technical Advisor and Overall Coordinator of the ILO-Japan Partnership Programme (hereinafter referred to as CTA-Japan) and the Project Technical Coordinator for this project based in Bangkok.  

Description of Duties

1.    Assist in the planning and implementation of project activities in conformity with the project strategy, logical framework and plan of work and in accordance with ILO development cooperation and programming policies and guidelines as well as administrative and financial procedures.

2.    Monitor, coordinate and expedite project activities through exchange of information and discussions with technical, substantive and project staff, analysis of progress reports, and monitoring and evaluation and reporting of project activities, including the drafting of progress reports to the Government of Japan. Undertake technical missions in relation to the implementation of project activities.

3.    Liaise on project-related matters with ILO constituents and key stakeholders, including governments, workers’ and employers’ organizations, other international organizations, and the Japanese government and social partners, in close consultation with concerned ILO country directors.

4.    Assist in coordinating research and other knowledge development activities in consultation with colleagues in the DWT-Bangkok and in the ILO Country Offices covering Indonesia, Thailand and Japan as well as with the Skills Branch (SKILLS) and the Enterprise Department (ENTERPRISE) / Multinational Enterprises and Enterprise Engagement Unit (MULTI) specialists and technical specialists from Headquarters as well as in the ILO Country Offices covering Indonesia, Thailand and Japan.

5.    Monitor and report on project activities and recommend measures for effective coordination in collaboration with regional and country level programmes, to ensure integrated and comprehensive interventions.

6.    Participate in and organize national and sub-regional workshops on technical issues, identify training partner agencies for national and sub-regional activities, assist team in the design of action programmes, and monitor, backstop, evaluate and adapt them where appropriate.

7.    Contribute to the establishment, development and design of information systems covering ILO technical activities under the project and economic and social issues of relevance to the project, prepare periodic and ad hoc reports on the status of the planning and implementation, establish coordination with concerned ILO departments and programmes. Communicate the results of the project and set up systems for sharing knowledge through various communication channels.

8.    Under the guidance of the relevant Country Director, maintain close liaison with the concerned Governments and employers and worker’s organizations, private sector, civil society organizations, academia, and the donor, in the planning and implementation of activities under the project, including resource mobilization activities for the development of future activities linked to the project. Responsibility with regard to donor relations resides with the Project Technical Officer and he/she will closely collaborate with CTA-Japan and the Project Technical Coordinator for this responsibility.

9.    Promote ILO standards, instruments and policies in the technical areas under the project, especially the fundamental principles and rights at work and the ILO MNE Declaration in collaboration with ILO technical specialists.

10.    Coordinate research and other knowledge development activities in consultation with colleagues in DWT-Bangkok and in the ILO Country Offices as well as with the Specialists and Technical Specialists from Headquarters departments as well as the ILO Country Offices.

11.    Draft Terms of Reference for the recruitment of consultants for specific project outputs, assist in preparing related contracts, and monitor implementation.

12.    Oversee the work of administrative and other support staff of the project, national officers, and any other international and local consultant hired during the course of the project.

13.    Promote the inclusion of gender equality and non-discrimination in all aspects of the project

14.    Conduct any other activities in line with the project’s objectives and plan of work and as may be assigned by the Director of ILO Tokyo.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in a discipline relevant to the position such as, but not limited to, a social science field, law, or economics. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required five years of experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of relevant professional experience, including at the international level, in contributing to project management and implementation of technical assistance projects in the areas of sustainable enterprise, labour standards, corporate social responsibility, trade and investment, skills, or other relevant area. Experience in the field of labour standards, corporate social responsibility, economics, trade and investment, skills, enterprise development and with development cooperation projects in developing contexts would be an advantage. Familiarity with ILO policies and procedures, including experience working with ILO constituents, development partners and international organizations at the global, regional and country level would be an advantage.

Languages

Excellent command of English and good working knowledge of Japanese.

•    Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings
•    Good knowledge of the role and operations of UN system activities for development.
•    Ability to negotiate persuasively with donor representatives. Ability to justify requirements and approaches to problem resolution.
•    Ability to draft well project documents and evaluation reports. Draft clearly and concisely, both for the purposes of preparing communication materials and project proposals, providing advisory services and preparing reports and studies.
•    Excellent analytical skills. Ability to use analytical tools and qualitative and quantitative techniques to analyse complex practices and data sets.
•    Ability to formulate new concepts and methodologies, and to synthesise research and reach empirically based conclusions on related subjects
•    Ability to participate effectively in technical missions.
•    Ability to guide, support and help coordinate the work of external collaborators, general service staff, interns or young professionals.
•    Ability to organize meetings, workshops and events at the national and regional level for the tripartite constituents of the ILO and key project stakeholders.
•    Ability to share information and knowledge with a wide range of ILO colleagues, constituents and key project stakeholders in an efficient, systematic and engaging manner.
•    Ability to communicate effectively with HQ and field structures, ILO constituents, key project stakeholders and the donor and other development partners.
•    Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required
•    Ability to work on own initiative as well as a member of a team.
