Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The European Union (EU) Agroforestry Skills for Employment and Resilience in Timor-Leste (EU Agroforestry-Skills Programme) seeks to promote green and sustainable economic diversification and resilience in Timor-Leste through private sector development, technical and vocational education training (TVET) for youth integration in the labour market.

Carried out over 48 months, the Programme will contribute to the diversification of the Timorese economy, youth employment and strengthening of rural TVET. The entry point is through private sector development, namely by tapping into the potential of the agroforestry sector.

One of the priorities of the Government of Timor-Leste is to diversify the economy, giving special focus to Agroforestry private sector development. This involves enhancing the small and medium enterprises sector, while also removing some of the binding constraints to private sector growth and improving infrastructure, increasing efficiency in the public sector, facilitating credit, and the building up of skilled labour.

A lack of skilled workers and high youth unemployment, particularly of young women, are major development challenges.  The Agroforestry-Skills Programme aims to increase quality employment and entrepreneurship opportunities in the agroforestry sector through skills and private sector development, for youth, particularly young women and girls, while promoting a green and circular economy.

The Programme will facilitate skills provision in TVET to be more closely aligned with the needs of the local rural economy of the target geographies, supported by improved capacity of trainers and training institutions and greater participation of industry and the private sector.  These factors are critical for ensuring that TVET programmes are producing graduates with the skills that employers in the area are seeking and/or local entrepreneurship capabilities are enhanced.

The Programme is focused through four outputs:

  • Creation and development of an observatory of the Agroforestry Sector to identify the green and circular economy needs and opportunities for employment of the agroforestry sector in Timor-Leste.
  • Improvement in the quality and inclusivity of the TVET through the development of processes and methodologies linked to the private sector demands and training offers.
  • An increase in the skills and competences of managers, trainers, and trainees of Agroforestry TVET organisations in Timor-Leste.
  • Youth and women are further integrated in the labour market and employment, using digital platforms and facilitation services.

Reporting Line

The incumbent will report directly to the Programme Manager. He/she will work in close collaboration with project team, project’s counterparts including Government and Training Centres, Communication officer in Jakarta, M&E Officer in Regional Office Bangkok and the EU.

Description of Duties

General

1. Liaise with key local stakeholders and partner agencies to ensure that the objectives and outcomes of the project are effectively communicated and shared amongst key stakeholders.

2. Ensure visibility of the project.

3. Undertake any other tasks as assigned by the Programme Manager that are within his/her area of expertise and that are relevant to the assignment.

Technical

1. Regularly update project’s Performance Plan and M&E Plan;

2. Analyze performance data and prepare key reports;

3. Develop and maintain a simple database for tracking progress against M&E activities

4. Develop and refine M&E tools, mainstreaming gender and environmental concerns in all M&E protocols;

5. Provide technical oversight of key M&E processes, including the development and refinement of tools/approaches to monitor effects/impacts of the project;

6. Ensure that monitoring and evaluation results are taken into account for the continued implementation of the project;

7. Provide inputs to internal and external M&E missions/consultancies, as and when required;

8. Plan, write, prepare and/or review press releases and articles to be used in the project publications, giving particular emphasis on the impact of the labour-based approach and promoting women-headed enterprises;

9. Research, interview, write, edit, proofread and distribute content for electronic and print communication;

10. Produce regular ‘stories of change’ reflecting the impact of the project on its direct and indirect beneficiaries;

11. Organize storage of photos and other information materials in a systematic way to ensure easy access;

12. Develop and implement a project’s communication, visibility and knowledge management strategy;

13. Any other duties as assigned by supervisor / Country Director.

13. Assist in preparing information of project reports, and project steering committees;

14. Provide support including needs assessment, training, monitoring and resources to select staff to independently and effectively manage monitoring and evaluation processes;

15. Capacitate select staff including needs assessment, developing tools, training, mentoring and evaluation to better able to report to stakeholders and provide information on project progress and outcomes.

Required qualifications

Education

University Degree  in development studies, business management, international development, social science, communication or a related discipline.

Experience

Two years' experience working in sector level performance management, preferably in international development programs, and experience and understanding of monitoring and evaluation and communications in a development context.

Languages

Excellent English and Tetum.

Competencies

  • Knowledge of monitoring and evaluation methods.
  • Experience with baseline surveys and other systematic data collection approaches.
  • Experience in the management or implementation of impact evaluation would be a definite advantage.
  • Ability to perform a variety of conceptual analyses required for project formulation, administration and evaluation.
  • Ability to interpret project information and to identify and analyse problems with implementation.
  • Ability to justify requirements and approaches to problem resolution, ability to negotiate.
  • Intra-personal skills including working with groups and ability to deal with people with tact and diplomacy
  • Ability to communicate effectively both orally and in writing.
  • Report writing skills
  • Ability to clarify information
  • Good computer applications skills.
  • Good Organizational skills.
  • Ability to work on own initiative as well as a member of a team.
  • Familiarity with project management and implementation.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
