Responsibilities

Manages the project’s substantive strands in line with the project document; develops a concrete detailed project plan and is responsible for the overall effective and efficient management of the project.  Ensures financial accountability in coordination with relevant administrative and finance staff through the transparent management of budget and finances, including financially planning the project, preparing and monitoring the project budgets, keeping accurate and up-to-date accounts and records of the receipts and expenditures of the project and complying with the financial regulations of the donor and the agency.  Monitors and evaluates the project’s performance, oversees the Monitoring and Evaluation framework and work plan for the project; monitors the impact and progress of the project and designs and implements changes.   Establishes project schedules by analyzing business plan and needs, and prioritizing resources allocation as well as frequent monitoring to evaluate progress; identifies problems and takes appropriate and timely actions to meet desired goals.   Prepares quarterly, annual, interim, final, and ad-hoc narratives and financial reports on the project progress, liaises with stakeholders, as required, and implements communication and visibility activities.   Liaises and coordinates with the concerned departments to ensure timely implementation of activities/works in accordance with UNRWA procedures and regulations and in compliance with donor guidelines and approved budget.   Coordinates and communicates with internal and external stakeholders, including the Korea International Cooperation Agency (KOICA).   Develops and maintains productive working relationships with team members to ensure the smooth implementation of the project and ongoing liaison with Technical and Vocational Education & Training(TVET) Division at Headquarters (Amman).

Work Experience

A minimum of five years of relevant professional work experience in planning, developing, monitoring and evaluating projects is required.    Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required.    Advanced university degree (Master’s or equivalent) from an accredited educational institution in project management, business administration or development studies or any other related discipline is required.    Indicate your current involvement in any outside activities, as it is required. Including but not limited to employment, independent contractor/freelance consultant, board member (corporate, academic, etc), expert group, lobby, public speaking/writing (article, book, blog, social media etc), teaching, conferences, training, press statement, voluntary work, political activity, fundraising/donation for non-UNRWA entity, running for public office, role in political party or orgs., owning business, work for gov./NGO/private company/charity, UNRWA partner/vendor, full/part-time, paid or not. A “yes” answer doesn’t necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired.    Knowledge of Technical and Vocational Education and Training (TVET) is desired.    Knowledge of Middle Eastern politics, culture and history is desired.    Relevant work experience in a developing country is desired.    Prior work experience in the NGO sector or United Nations is desired.    Knowledge of project cycle management, logical framework analysis, change management and mainstreaming strategies is desired.    A solid understanding of participatory planning and integrated programming methodologies is desired.

Languages

Excellent written and spoken English is required.  Working language proficiency in Korean is desirable.  Working knowledge of Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This is a Project Funded post. Type of Contract and duration: Temporary Appointment for 6 months, extendable up to 2 years, subject to funds availability, need and performance.  The incumbent will be primarily based in West Bank, and may include other UNRWA duty stations such as Jordan, Syria, Lebanon, or remote work, location to be decided by the Agency at the time of appointment.   A valid driving license and willingness and ability to drive throughout the West Bank is desired.  Only applications that have been fully completed in UNRWA's online e-recruitment system inspira will be considered and no late applications will be accepted.
