Enabel is working to hire an intervention manager for SYP and YEP projects
Implementing Partners: Palestinian Employment Fund , Private Sector Umbrella Organizations, Palestinian enterprises, NGOs and Civil Society Organizations, vocational training centres
Strategic Partners: Ministry of Labour, National TVET Commission, Ministry of Entrepreneurship and Empowerment, Prime Minister’s Office (donor coordination department)
Any specifics: Pooled function with 2 interventions (Skilled Young Palestine, Youth Economic Empowerment in Palestine)
The Intervention Manager will be responsible for the overall coordination and management of 2 interventions in the field of skilling, employment.
Skilled Young Palestine - SYP (1st intervention)
This is the 1st intervention that will be under the responsibility of the Intervention Manager. This is one of the interventions of the ongoing bilateral program 2012-2015 and will end in May 2024. The project is aiming to support Palestinian Youth in gaining economic autonomy and building their resilience. This is to be achieved through the following key-results:
• Result 1: Increased labour market opportunities for youth by supporting technical skills development in demand
• Result 2: Young people have gained 21st century skills for work and life
Youth Economic Empowerment in Palestine – YEP (2nd intervention)
Intervention context: This is the 2nd intervention that will be under the responsibility of the Intervention Manager. This intervention is part of the “Palestinian Youth Empowerment Programme”, funded by the EU Neighborhood Instrument for a three-year period, between 2022 and 2024. The specific objective of the Action is “Young women and men are better equipped to access inclusive and decent employment opportunities.” This is to be achieved through the following key-results:
• Result 1: A model First Employment Facility is developed and accessible to young women and men graduates
• Result 2: Young women and men are equipped with demand-driven, quality skills
• Result 3: Vulnerable young women and men are supported to develop micro- or small businesses that are relevant to their local economies
Intervention zones (of the 2 interventions): West Bank, including East-Jerusalem, and Gaza Strip
Results area 1: As Member of the Portfolio coordination committee
Provide the necessary input and information for the further development of portfolio strategy choices, methods and tools
Results area 2: As Intervention Manager
Ensure that all management domains of the intervention are covered (content/scope, planning, budget, quality, etc.)
Results area 3: As Activities / stages /components coordinator
Coordinate the activities and ensure their execution, in compliance with set arrangements and procedures
Results area 4: As Expert
Contribute to the implementation of the intervention by providing expert input
Results area 5: As Knowledge manager
Coordinate the learning process of how an intervention contributes to the development of a (sub)sector
Results area 6: As People manager
Lead the team of which one is the hierarchical supervisor.
Required qualifications and experience:
• You hold a Master’s degree in business administration, public administration , international relations, project management, or related field.
• At least 5 years of relevant experience in steering interventions/projects in international cooperation; each experience with more than one intervention/project is an advantage;
• experience in the thematic area of TVET, employment and entrepreneurship is an advantage"
Required skills and knowledge:
• Broad and in-depth insight in all aspects of development cooperation
• Monitoring & evaluation skills
• Thorough knowledge of project management methodologies required
• Thorough knowledge of the specific area of expertise (sector/theme) an advantage
• Excellent Knowledge of English is required.
