Job Description

African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and a not-for-profit non-governmental organization. AIRD was established in 2006 with its Head Office in Kampala, Uganda.

AIRD, being an active implementing partner with UNHCR, is currently managing operations in Uganda, Burundi, Chad, Democratic Republic of Congo, Niger, Tanzania, Burkina Faso, Liberia, Central Africa Republic (CAR) and Cameroon. Our partnership with UNHCR focuses on refugee and IDP settlements, primarily through logistics, construction and infrastructure interventions.

In a bid to diversify its sources of revenue to fund its humanitarian activities, AIRD has established a subsidiary company, Formula 21 Pitstop SMC Ltd and has secured agreement with Toyota Uganda to establish an Authorised Service Centre (workshop/garage) in Mbarara. AIRD now seeks the services of a qualified Project Manager to manage and oversee the establishment of the business entity.

The Project Manager Formula 21 Pitstop SMC Ltd will be responsible for overseeing the planning and implementation of an entire project for the centre through budgeting, hiring team members, sourcing suppliers, training and skills development and reporting. The Project Manager will have the responsibility to oversee the day-to-day operations therein and to provide technical curriculum leadership and guidance in the auto service and multi-purpose skills development academic programs. The Project Manager will ensure compliance with required policies and practice.

Principal Accountabilities Representation

1. Represent the interests of the centre when liaising with relevant potential partners and stakeholders

2. Establish and maintain relationships with relevant educational and industrial establishments. Compliance

3. Ensure that an infrastructure, fit for purpose, is in place to support both the auto service and multipurpose skills development requirements.

4. Keep up to date with regulatory and organisation requirements, advising the Director – Resource Mobilization and Donor Relations and Director of Programs of changes and adapting applicable policies

5. Ensure the occupational competence of all centre staff is in line with the TVET/BEST Policy

6. Manage the internal quality assurance

7. Monitor, review and evaluate the quality of Centre processes and practices

8. Carry out assessment and quality assurance where appropriate to maintain occupational competence Business Development Initiate and carry out business development activities in agreement Vocational Centre Manager, with Resource Mobilization and Donor Relations Department Team Centre Management

9. Liaise with the Director Resource Mobilisation and Donor Relations and Director of Programs to ensure activities are in line with programme schedule and requirements

10. Monitor the quality of performance through observations of practice, identify development needs and facilitate development to maintain and improve centre quality

11. Work with assessors, trainers, employees, and learners to ensure the standardisation of assessment practice and outcomes

12. Review and evaluate all accredited and vocational programmes, updating centre practices in line with external developments and commercial opportunities Administration:

13. Manage and support the administrative function of all accredited and vocational programmes ensuring that deadlines and external quality requirements are met

14. Spearhead the planning and budgeting processes and ensure clear accountability of the centre’s financial resources

15. Plan, direct, coordinate and ensure effective implementation of education programmes at the centre, trainees and staff activities within the limits set by TVET/BEST Policy

16. Supervise vocational administration support staff and ensure cover when necessary

17. Provide timely reports to senior managers and relevant external stakeholders

18. Prepare for and manage regular audits/inspections ensuring all documentation and required personnel are ready and available as required Human Resources

19. Attend to Human resource matters of the Centre in conformity with the prevailing policies and statutory regulations

20. Support in the recruitment to all vocational programmes

21. Manage performance and development plans for centre staff Management of Learning

22. Ensure annual reviews and enrichment of the Institution’s curriculum and report on the same

23. Manage the preparation of resources and materials for accredited and vocational programmes to ensure the smooth running of events

24. Daily supervision of the department tutors and other staff at the Centre

25. Organise the administrative workload for the teaching staff

26. Write and deliver teaching as required

27. Manage archiving and secure storage of learner work and data

Required Skills

• At least a first degree in Engineering, Mechanics, other technical course of study or Education (Technical)

• Post graduate qualifications in Technical / Vocational Teacher Education is a must for persons with first degree in Engineering/Mechanics

• Proficiency in computer, i.e. Word, Excel, Power Point, Microsoft Office, etc.

• Clear understanding of Vocational School Management

• Proven integrity

• Excellent management skills especially in the areas of finance and human resources

• Excellent teaching skills

• Independent decision-making skills

• Excellent Oral and written English communication skills

• Ability to maintain confidentiality

• Ability to work with minimal or no supervision

• Computer literate

• Mature; Commitment and understanding of the Organization’s core values and Education ethics
