Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Introduction

Promoting Gender-Responsive Enterprise and Skills Development Systems (ProGRESS): Feminising Bangladesh’s Skills and Enterprise Systems and Labour Market’ is a new partnership between the Global Affairs Canada (GAC) and the ILO in Bangladesh for the next five years (2021-2026). The project aims to contribute to achieving gender parity in the labour force by 2041 by addressing the constraints affecting women’s participation in the labour force by working on the policies, systems, and operational level.  

The project builds on over a decade of ILO’s support to the core policy and governance systems of Bangladesh’s TVET system, which played an instrumental role in establishing a market-oriented, competency-based skills system coordinated through a collaborative peak body. The current project is a continuation of the initiatives and focuses on promoting women’s access to labour markets in Bangladesh, including through gender-based budgeting for skills training and entrepreneurship development. The project uses gender equality as a central theme to driving for improvements in public policy, skills, and business service provision to empower Bangladeshi women. The project is aligned to GoB’s 8th Five-year plan and prosperity vision, where the country seeks to achieve gender parity in the labour force by 2041.

The project combines capacity building and policy support with practical demonstration to achieve sustainable change. It focuses on economically underdeveloped regions of the Chittagong Hill Tracts and other lagging behind areas for piloting the innovations.

The ultimate outcome of ProGRESS Project is “Increased number of women in Bangladesh employed with decent work in a broader range of occupations”.  With more emphasis on the changes at systemic level, the stated development objective will be pursued along three key pillars (intermediate outcomes) that will contribute to changing regulatory procedures, capacities, and incentives of the public and private market actors in the skills and value chains to generate sustainable solution to improve lives and livelihoods of women in Bangladesh:

Intermediate outcome 1100: Adoption and implementation of National Strategy on Gender Equality in TVET (2012), TVET Development Action Plan; NSDP 2020, national budget and operational systems which promote gender equality particularly in terms of digital access, enterprise development and green job

Intermediate outcome 1200: Increased opportunities of wage and self-employment for women within selected value chains and market systems, particularly in the green growth sectors

Intermediate outcome 1300: Improved availability of accessible, inclusive, sustainable and green skills training opportunities for women, youths, persons with disabilities and other disadvantaged groups
Guidance and Supervision:

Under the overall guidance and supervision of the Director of ILO Country Office and direct supervision of the Project Manager the Monitoring and Evaluation (M&E) Programme Officer (PO) will contribute to the implementation of the project in the areas of his/her competence. He/she needs to work closely with the members of the project team, the CO-Dhaka and will be involved in joint activities of other team members/projects.

Description of Duties


Generic Duties:

  • Contribute to the preparation of project work plan and timely delivery of activities in line with the objectives and main outputs identified in the project document.
  • Provide overall support and project leadership in the development, operational planning and implementation of monitoring and evaluation tools including reporting on impact.
  • Day to day responsibility in managing the implementation M&E
  • Review and analyse information and monitoring & evaluation data
  • Produce analytical reports with findings, recommendations and lessons learnt
  • Ensure gender is mainstreamed as a cross-cutting issue in project workplan, implementation of activities and monitoring and evaluation.
  • Liaise with technical experts in DWT, Regional Office and Headquarters
  • Perform other duties as may be assigned by the supervisor

Specific Duties:

  • Provide technical input into the design, development and implementation of the project including the evaluability assessment, Impact Measurement Framework and the M&E plan
  • A full gender-mainstreamed monitoring and evaluation plan of the project’s operation
  • Provide data insights, labour market and employment intelligence from national and international sources to maintain project’s coherence and relevance in the skills development and employment area.
  • Provide technical advice on the design of baselines and other data collection activities
  • Follow-up the carrying out of baseline surveys and repeat baseline surveys in collaboration with any other relevant data collection initiatives
  • Actively contribute in development of a comprehensive data management and reporting strategy
  • Provide process and methodological support to the design of the impact evaluation, including beneficiary selection and control groups
  • Advise and plan for M&E systems for specific interventions
  • Design and implement capacity building activities on monitoring and evaluation for national partners as part of building and strengthening national monitoring and evaluations systems and processes
  • Act as resource person for knowledge generation and sharing to tripartite constituents and assist developing capacity building on data and statistics management for skills development and employment.
  • Actively involved with the ILO Country Office to support ILO for broader UN wide MRM coordination for UNSDCF strategic priority one.
  • Support the communication, knowledge management and policy units of the project in coming up with policy briefs, designing effective social dialogues and policy dialogues backed up by white papers and strategic papers quarterly.
  • Contribute in the preparation of skills and labour market factsheets and newsletter for ILO CO Website with data and analytical writeups in close coordination with communication and policy focal.
  • Lead the labour market macroeconomic analysis, analysis of mega trends in skills and enterprise development at country, regional and global level to engage strong south-south triangular cooperation.
  • Lead and support the project with quick qualitative assessment of key indicators set up in the M&E framework.
  • Closely coordinate with the EVAL, Knowledge Management and Innovation, EMPLAB, DEVINVEST and SKILLS units of the employment department of ILO HQ for knowledge sharing and publication.
  • Support independent evaluations and provide input to the methodological review and preparation of consolidated comments for independent evaluations
  • Act as national focal point within the project on technical support to monitoring and evaluation within and of the project

Required qualifications

Education

University degree in economics, labour economics, statistics, or public policy. Having advanced level training and courses on econometric methods, impact evaluation methods and quantitative research techniques are highly desired qualities.  

Experience

At least two years of experience in the field of Monitoring and Evaluation, Knowledge Management, Economic Policy Research focused on Labour Market and Macro and Labour Market Data Analysis of development programmes and policies are required.  Familiarity with project management and implementation. Knowledge of evaluation theories and methods. Experience with baseline surveys and other comprehensive systematic data collection approaches. Knowledge of current debates and the literature on: theory of changes, impact evaluation and related aspects is desirable as is experience in setting up and supporting broader comprehensive monitoring and evaluation systems, preferably at national level.

Prior working experience with UN agencies or INGOs in the fields related to Monitoring Evaluation and Knowledge Management is preferred.

Job Specific competencies and skills:

  • Solid understanding of qualitative and quantitative research methods in labour market research
  • Theoretical and practical knowledge of impact evaluation techniques such as DiD, PSM, RCT and IV Regressions ;
  • Demonstrated skills and experience to work with a variety of stakeholders and partners including trade unions and employers and government,
  • Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers, use of database applications).
  • Proficient in using one STATA and/or R for data analysis.
