BACKGROUND INFORMATION
Since 1961, UNESCO Bangkok has had a dual role both the Regional Bureau for Education and a Cluster Office. As the Regional Bureau for Education, UNESCO Bangkok provides technical expertise and assistance while serving advisory, Knowledge-production, and sharing, monitoring and evaluation functions to assist Asia-Pacific Member States and other UNESCO field offices in the area of education. As a Cluster Office, UNESCO Bangkok helps implement UNESCO programmes (Education, Sciences, Culture, and Communication and Information) in Thailand, Myanmar, Lao PDR, Singapore, Viet Nam and Cambodia in cooperation with other UNESCO offices.
The Section for Educational Innovation and Skills Development (EISD) in the UNESCO Asia Pacific Regional Bureau for Education in Bangkok oversees programmes on (i) Higher Education, (ii) Technical and Vocational Education and Training (TVET), (iii) Teachers, (iv) Literacy, Skills Development and Non-formal Education, (v) ICT in Education, (vi) Future of Learning, Research and Foresight.
The post advertised is located under the Literacy, Skills Development and Non-formal Education team.
MAJOR DUTIES AND RESPONSIBILITIES
Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia-Pacific Regional Bureau for Education and the direct supervision of the of the Chief of the Section for Educational Innovation and Skills Development (EISD), the incumbent will be responsible for
- Lead the research and studies related on literacy and Non-formal Education (NFE) on International Conferences on Adult Education (CONFINTEA) and others required by UNESCO Head Quarters and other Regional Offices.
- Support UNESCO Institute for Lifelong Learning (UIL) to organize the regional and international conferences on Adult Literacy and Non-Formal Education, and promote learning cities.
- Jointly conduct thematic regional researches on Education in Emergency (EIE) with Section for Inclusive Quality Education (IQE) and other partners agencies.
- Attend and provide technical advice to UN thematic working groups including United Nations Sustainable Development Cooperation Framework (UNSDCF) Outcome 3 Joint Work Plans (JWP) Priority 5, UN Network on Migration, Thematic Working Group (TWG) on the Deep South and Stateless People (UNCT in Thailand).
- Attend and provide technical advice to the government officials of the Ministry of Education in Thailand at national, provincial and district level.
- Assist in supervising the Assistant Project Officer and Programme Assistant (s) to ensure the smooth implementation of projects.
- Implement the Learning Coin for Equitable Education Project (Phase 2) and the Regional Promotion of Equitable Education through Innovations Project (Phase 2), funded by the Equitable Education Fund (EEF) with government and other technical partners as directed by the Chief of EISD.
- Collaborate with the Executive Office to implement the project funded by the Government of Japan on Supporting Education in Emergency through Digital Learning to protect migrant children from sexual abuse, trafficking in persons, and exploitation of child labour on Thai-Myanmar Border.
Long Description
- Update and promote the website and mobile application "LearnBig" and implement the Mobile Literacy for Out of School Children Project in Southern Border Provinces in Thailand with government, True Corporation and other private sector partners.
- Implement the regional component of the Actions of ASEAN Declaration for Out-of-School Children (Phase 3) funded by POSCO 1% Foundation in collaboration with UNESCO Hanoi Office.
- Assist in reporting and communicating with the donors, other partners and UNESCO HQ on the progress of the projects via SISTER and develop PR materials.
- Contribute to the regular programme work planning process in achieving Output 4 (literacy and lifelong learning and TVET) and Output 8 (foster knowledge sharing and skills development in the digital age), including support to implement migrant education initiatives, and design project proposals for mobilizing extra-budgetary (EXB) funds.
- Undertake missions related to the duties mentioned above including representing UNESCO, and participation in meetings and conferences as requested; take part in consultations with the Member States and UNESCO field offices, undertake capacity building activities, fact-finding, project design and monitoring missions.
- Perform additional activities that may be required to ensure success of the work team.

REQUIRED QUALIFICATIONS
Education
- Bachelor's degree in the field of education, communication, social sciences, development studies, or related areas.
Work Experience
- Minimum seven (7) years (with bachelor's degree), or, minimum five (5) year (with master's degree) of relevant experience in project and programme support and implementation
- Experience in an international environment
- Experience in the Asia-Pacific at both regional and national levels
Skills and competencies
- Excellent communication and coordination skills.
- Capacity for accuracy and attention to detail in the preparation of correspondence and documents.
- Ability to take initiatives and to provide quality and timely support and services.
- Good interpersonal skills, negotiation skills, discretion, good sense of judgment, and capacity to deal efficiently and tactfully with people of different cultural backgrounds.
- Excellent IT skills with proficiency in the use of MS Office (Outlook, Word, Excel. PowerPoint, etc.).
- Ability to work under pressure and flexibility to adjust work schedules and priorities.
Languages
- Excellent knowledge of English and Thai (both written and spoken)
DESIRABLE QUALIFICATIONS
Education
- Advanced university degree (Masters or equivalent) in the field of education, communication, social sciences, development studies, or related areas.
Work Experience
- Experience within the UN/multilateral/bilateral institutions or other inter-governmental organizations in relevant fields.
- Experience in donor and stakeholder relationship management.
- Experience in international project management, coordination, and implementation will be an advantage.
Skills and competencies
- Familiarity with UN programming policies and procedures.
- Working knowledge of results-based and budget management tools.
Languages
- Knowledge of other official UN languages (i.e., Arabic, Chinese, French, Russian, Spanish).
