BACKGROUND
The IECD (Institut Européen de Coopération et de Développement) is aninternational solidarity organisation founded in 1988 that implements socio-economic development projects in partnership with local institutions. IECD is particularly active in the fields of training and professional integration, support for very small businesses and access to education and health for the most vulnerable people.
The IECD set up in Liberia in 2020 to implement actions in favour of employment. This project includes a "Rural Development" component, to support agricultural producers in a Liberian county, and a "Training and Professional Integration" component, which is being deployed in Monrovia, Buchanan and Tumutu, in Bong County.
In the area of training and vocational integration, the project's actions support the national strategy for technical education and vocational training (TVET National Strategy).
As part of the implementation of this project, IECD is recruiting a Pedagogical Expert in Liberia to provide the necessary expertise for vocational training projects. These projects include :
- Support for 8 training centres, of which 3 are private and 5 public, in 4 technical fields (roll-out of one training field per year from 2020: electricity, agriculture, construction and 4ème building and civil engineering);
- Support for the authorities in setting up a training scheme for technical and vocational education trainers at the public vocational training reference centre built by UNIDO in Kakata;
- For each technical sector, the IECD has developed tools and methods in several countries (2 countries for the agricultural sector, 6 countries for the electricity sector).
The main activities of these projects will be :
- Carrying out market research to refine the needs of the employment market;
- Updating training programmes (job-skills reference systems, training and assessment reference systems);
- Support schools in the implementation of training courses: equipment, training and support for trainers ;
- Setting up guidance and integration pathways for young learners (including raising awareness of entrepreneurship);
- Setting up a personal development programme for young people ;
- Strengthen the skills of the supervisory ministries (Ministry of Education and Ministry of Youth and Sport);
- Implementation of a gender strategy at the level of each course and training centre.
MISSIONS
Reporting to the TVET Manager, your role will be to help the team and training centers to deliver high-quality training courses.
More specifically, this will involve :
1.Supporting partner ministries and schools in the implementation of a quality training offer
- To organise the update of existing training courses;
- To support the implementation of new or revised reference systems;
- To identify and mobilise the external expertise required;
- To ensure that the training provided is monitored and evaluated.
2. Ensuring the quality of teachers' professional practices
- To design and coordinate a teacher training plan;
- To organise and run training courses for trainers;
- To lead reflection on and proposals for a system of initial training for technical education teachers.
- To Reporte on activities to the project manager, M&E and COM.
- To participate in follow-up meetings with the financial partner.
3. Reporting

Reporting to the TVET Project Manager based in Monrovia, the candidate will work closely with :
- The IECD team in Monrovia: project leaders and project managers for each sector;
- The FIP team in Paris: the IECD educational manager, the HR programme coordination team ;
- Teams from Liberian ministries (Ministry of Education and Ministry of Youth).
Contract: Agreement under French law - VSI
Starting date: ASAP , for 2 years

PROFILE
Education: Postgraduate studies in training engineering
Experience :
- At least 10 years' experience in teaching and/or educational coordination and/or reform of training courses.
- Experience of vocational training and/or higher education is desirable.
- Experience abroad will be an asset, as well as experience within the IECD organisation.
- Knowledge of the Anglo-Saxon training system is another asset.
Expected skills :
- Training and pedagogical engineering: analysis and creation of training frameworks, mastery of the skills-based approach, assessment, training of trainers, creation of school projects.
- Ability to manage change.
- Ability to support, federate and train multicultural teams.
- Strategic and analytical thinking.
- Ability to summarise and organise.
- Excellent writing skills in French and English.
