Result of Service

• Conduct a Partnerships Mapping on HQ- and Field-level of all past and current MoUs, Letters of Intent, Agreements and Pipeline items related to supporting UNRWA’s Education programmes
• Prepare lessons learned from previous and ongoing partnerships related to Education from resource mobilization, advocacy, technical advice, and time investment perspectives.
• Research and analyse current and emerging donor countries, international organizations, foundations, philanthropic organizations, global funding mechanisms etc. with a particular mandate on Education or which have been actively supporting the Education sector.
• In coordination with different focal points (HQ External Relations and Communications, Field project information officers, Education department) develop framework and key criteria to map out key strategic partners in Education.
• Based on agreed upon criteria, map key donors and partnerships engaged in supporting education interventions which are aligned with UNRWA’s strategic priorities.
• The Mapping study should provide sufficient information on donor/partner priorities and thematic areas, governance structure, eligibility criteria and decision process, geographical and demographic priorities, assessment of partnership potentials etc. as relevant to UNRWA’s Fields of operation and thematic priorities.

• Develop, in coordination with focal points from External Relations and Communications Department as well from the fields, a medium-term engagement plan with priority areas for the most strategic partners identified, providing recommendations for future engagement (resource mobilization, technical support, outreach, research, etc.) matching opportunities with UNRWA’s strategic and geographical priorities.
• Develop a user-friendly database / dashboard of existing and future partnership activities in the Education Programme (Fields and HQ).

Duties and Responsibilities

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is a United Nations agency established by the General Assembly in 1949. It is mandated to provide assistance and protection to a population of 5.7 million registered Palestine refugees across Jordan, Lebanon, Syria, West Bank and the Gaza Strip, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

The UNRWA Education Programme operates over 706 elementary and preparatory schools across its five Fields of operations, as well as eight secondary schools in Lebanon, providing free basic education for more than half a million Palestine refugee children. In addition, vocational training and higher education is provided at eight vocational training centres (VTCs) and two educational science faculties (ESFs) teacher training institutes in the West Bank and Jordan.

BACKGROUND



In 2015, following the Millennium Development Goals, the United Nations launched the Sustainable Development Goals (SDG) as part of the Agenda 2030, which among other things put a renewed emphasis on the strengthening of partnerships, reflected in SDG 17 ‘Partnerships for the Goals’. In line with the global Agenda, the UNRWA Education Department, in close coordination with the External Relations and Communications Department, is seeking to strengthen past, current, and potential partnerships with a diverse group of actors, including but not limited to institutional donors, other UN organizations, private sector foundations, and technical partners, to support and enhance UNRWA’s efforts in ensuring the continuous implementation of its mandate.

Working towards achieving SDG4 ‘ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’, the UNRWA Education Programme is aiming to align its partnerships efforts with its overall strategic priorities, including ICT for Education, Education in Emergencies (EiE), Human Rights and Conflict Resolution and Tolerance (HRCRT), strengthening psychosocial support (PSS) in schools, Technical and Vocational Educational Training (TVET) as well as other cross-cutting priorities.
To move forward, the Education Department is looking for a consultant to take stock on existing funding and technical partnerships and to conduct a mapping study on promising regional and global education mechanisms to support and enhance UNRWA resource mobilization efforts in Education.


DESCRIPTION OF DUTIES AND RESPONSIBILITIES

MINIMUM QUALIFICATIONS AND EXPERIENCE



• An advanced university degree (Master or equivalent) from an accredited educational institution in education, international relations, international development, communication, social / political sciences, or related fields.
• A minimum of 8 years of relevant partnerships development / donor relations / external relations experience in the Education sector or related fields, analysis, and a minimum of two continuous years of relevant international experience outside UNRWA and outside the country(s) of which the candidate is a national or holds citizenship, a passport, or a national identity number. Bachelor’s degree with at least 10 years of relevant experience might be considered.
• Previous work experience in development/humanitarian aid settings, preferably with international organisations.
• Excellent written and oral command of English.
• Effective communication and coordination skills.
• Proven ability to operate in a dynamic and challenging environment.
• Ability to establish and maintain effective working relations with colleagues and others in a team environment.
• Respect for diversity and adaptability.

REPORTING

The incumbent will be reporting to the Acting Director of Education at HQ and will work closely with External Relations and Communications Department.


DELIVERABLES

Informed by the mapping study, the consultant is expected to provide a report including a full mapping of existing and potential strategic partners, providing recommendations for future engagement. The mapping should rank potential partners and funding opportunities that fully align with UN values as well as UNRWA’s thematic education and geographical priorities.



CONDITIONS OF SERVICE

The following conditions are to be observed:
• The contract will encompass 45 working days over a period of two months, from the date of signing the contract in 2022.
• Remuneration will be on a per diem basis at a rate of P4 post.
