Job Title: Monitoring, Evaluation and Learning Associate

Program: Youth Employment and Business Start-up (YouLead)

Location: Colombo, Sri Lanka with travel to regions as required

Anticipated Start Date: Immediate

Expected Duration: 31 December 2023

Reports to: Director, Monitoring, Evaluation & Learning

Eligibility: Sri Lankan Nationals / authorize to work in Sri Lanka

ASSIGNMENT OVERVIEW AND OBJECTIVE        

International Executive Service Corps (IESC) is an international organization based in Washington-DC, United States of America, which is a seven-year operation in Sri Lanka. IESC aims to improve technical and vocational education and training and increase the employability of young people in Sri Lanka. Through the YouLead Project, IESC is contributing to creating a more skilled and flexible workforce in Sri Lanka, through activities that support and strengthen students, teachers, and institutions. To this end, IESC offers: deep institutional knowledge on livelihoods and economic development; global expertise in the design and delivery of workforce development programming; and on-the-ground vocational, business services, and private sector engagement driven by local actors.

SRMW PROJECT BACKGROUND

Skills and Resilient Migrant Workers (SRMW) Project aims to ensure that women and men migrant workers access gender-responsive skills qualifications and have increased employability in local and global economies. To realize this goal, SRMW Project will: (a) improve guidance on skills development and (self-)employment for prospective and returning migrant workers; and (b) strengthen Vocation Skills Development and labour-market focused skills certification programs. The Project is implemented in five priority districts in Sri Lanka including Anuradhapura, Kandy, Kurunegala, Puttalam, and Vavuniya.  In addition, complementary activities targeted towards women and men migrant workers are supported through IESC’s flagship project, the Youth Employment and Business Start-up (YouLead) project, funded by the United States Agency for International Development (USAID).

IESC is seeking an Associate who can support in project Monitoring, Evaluation and Learning activities. The person is expected to work closely with the IESC partners in data collection, consolidation, and analysis of received data to communicate the project progress with donor as well as with other stakeholders.

DURATION AND TIMING

This assignment will be a fulltime contract covering a period until April 2024.

DUTIES AND RESPONSIBILITIES

The MEL Associate is closely working with MEL Director and Research Manager to complete the following responsibilities and tasks.

Supporting activities related MEL

  • Coordinate data collection activities with YouLead partner institutions and other stakeholders.
  • Support design and implementation of data collection tools.
  • Support in maintaining the IESC activity database and coordinate with the project Directors, Training Manager and Regional Officers to ensure appropriate data collection process.
  • Support and coordinate YouLead Directors and Training Manager on data entry activities.
  • Support to develop project success stories/ behavioral change stories.
  • Support implementation of Data Quality Management procedures.
  • Support project periodic reporting activities.

Supporting activities related research.

  • Support research manager to design and implementation of surveys focus group discussion and key informant interviews.
  • Liaise with survey contractors to ensure timely completion of relevant deliverables.
  • Support on research document review and maintenance of learning unit research library.
  • Coordinate with project Regional offices related to research activities.

EDUCATIONAL QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

  • Master’s or bachelor’s or degree from a recognized university on social science, development studies, mathematics or related fields
  • Minimum two-year experience in working as monitoring, evaluation, research and learning activities specially in development project activities.
  • Ability to manage Monitoring and evaluation activities with state organizations, civil service organizations, national NGOs and community-based organizations.
  • Basic understanding of educational, vocational and youth unemployment context in Sri Lanka
  • Basic understanding on issues, problems and priorities of migrant workers in Sri Lanka, especially after COIVD 19
  • Basic understanding of social research methodologies
  • Working knowledge on MS office and familiarity in database maintenance
  • Fluent in English and at least one other local language
  • Willingness and interest in learning and development

REPORTING

The MEL Associate will report to the Director Learning Unit and coordinate closely with the Project Director, and the Program Director SRMW project.

LOCATION OF WORK

The primary activities of this assignment will be performed in Colombo, Sri Lanka but occasional travel to regional offices and or Industry sites or private sector companies across the island will be needed on an occasional basis.
