Background:

In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.
Primary purpose of the position:
The Livelihood Project Officer will work under the supervision of the Somaliland Project manager and OIC. The project officer will be responsible for planning, coordination, managing, execution of the livelihoods activities in improving unemployed youth and women in increasing access to employment and self-employment including target communities engagement, identification of beneficiaries, orientation of the beneficiaries and collaboration of the service providers and other project stakeholders
Main tasks:
- Responsible for the leadership day-to-day management, , leaning and successful implementation of livelihood projects and supervision of the field activities.
- Ensure the specified project goals and objectives are accomplished in accordance with established priorities, strategies, budgets, technical and timely requirements to the highest standards, produce the required reports and information as well.
- Ensure that the livelihoods program activities are commenced in a timely manner and implemented to a high standard, in compliance FCA , policies and donor guidelines.
- Work in close collaboration with program staff to implement Project activities as outlined in the Project documents.
- Develop annual, quarterly, and monthly workplans for the assigned components and keep the project manager updated for any change’s updates, progress and challenges as well.
- Collaborate with M&E assistant to ensure appropriate monitoring and evaluation youth and Women business training and employment activities, TVET and IGA activities as well.
- Support beneficiary’s identification, verification, crosschecking, and final selection in line with program plans, selection criteria, and standards.
- Ensure the preparation and timely submission of monthly, quarterly, and annual reports (Narrative and financial) for Livelihood project.
- Participate actively and engage in coordination meetings relevant to the program.
- Contribute to the development of the programme including proposals, implementation plans, assessments, documentation of lessons monitoring and evaluation together with M&E assistant in Hargeisa, and MEAL unit.
- Closely monitor the overall TVET training programme for the trainees including business management support and career guidance and counselling (CGC).
- Liaise with project stakeholders/line ministry representatives as necessary for better relation and collaboration for timely implementation monitoring and lessons learning.
- Support the Project Manager to monitor, regularly review the progress, maintain skills training database, and contribute to result-based monthly, quarterly, and annual reports.
- Adhere to all FCA’s policies including Code of Conduct Policy and Safeguarding Policy.
- Perform any other duty as assigned by the supervisor
Experience:
- Bachelor’s degree, or equivalent, Social Work, Business Administration, development studies, projects management, or other related field or other relevant degree.
- 3+ years of livelihood and youth and Women Economic empowerment programs.
- Experience in Somaliland Youth and Women socio-economic development.
- Strong knowledge and proven working experience in TVET/Education/Livelihood in both humanitarian and development aid.
- Previous experience working in managing field activities with focus on youth and women employability.
- Knowledge of and experience in working and coordinating with government ministries, INGOs system, private sector and development agencies/partners will add great value.
- Experience working in the marginalized communities with understanding of challenges facing youth and women in Somaliland
- Successful and proven communication and organizational skills and Strong interpersonal skills
- Excellent Computer skills.
- Excellent oral and written English skills required.
