Job Description

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. The OECD Centre for Skills (SKC) supports countries in the development of skills policies to support the acquisition and use of skills by individuals to improve their employability and social outcomes, strengthen their capacity to adapt to rapidly changing economies and societies, and ensure sustainable and equitable growth and social progress.  The Centre for Skills provides analysis, statistics and policy advice to countries on developing relevant skills over the life course, using skills fully and effectively in the economy and society, and strengthening the governance of skills systems.

The Centre is looking for one or more junior economists /junior policy analysts to contribute to one of its three teams: i) OECD Skills Strategy; ii) Vocational Education and Training; and iii) Skills Analysis. The selected candidate(s) will work in the team that best matches his/her profile and professional experience and will work under the supervision of the corresponding team manager.

Main Responsibilities

Analysis and Drafting

  • Identify relevant policy issues, conduct in-depth analysis of specific topics or countries, extract policy lessons, and develop relevant, constructive policy advice.
  • Undertake analysis of national and international datasets, (e.g. OECD datasets, labour force surveys, longitudinal surveys, administrative data).
  • Conduct desk research and draft chapters and content for country and thematic reports, working papers, technical papers designed for policymakers.
  • Contribute substantive input to other products and/or events of the OECD Centre for Skills, such as country case studies, presentations, briefing notes, peer learning workshops, skills summits, etc.
  • Provide expert input to the skills work of other OECD Directorates as required.

Project management

  • Contribute to design and deliver workshops, seminars and high-level meetings using effective tools and methodologies to present analysis and evidence in ways that:
  • facilitate a deep, shared understanding of countries’ skills challenges and opportunities and help to identify appropriate actions; and
  • foster effective engagement across ministries, different levels of government, and with stakeholders to strengthen the country’s skills system

Representation and dissemination

  • Represent the OECD in relevant international and national settings, deliver presentations and disseminate OECD analysis through relevant channels.
  • Establish and maintain professional contacts with relevant external organisations and individuals.
  • Carry out a variety of other tasks as assigned.

Candidate’s profile

Academic Background

  • An advanced university degree in economics or public policy. Strong quantitative analysis and statistics skills and training to PhD level would be assets.

Professional Background

  • At least two years, preferably three or more years, of applied research and policy analysis in economic or public policy acquired in an international organisation, national administration, university or research institution.
  • Expertise in labour economics, economics of education, and/or skills policy analysis would be an asset.
  • Demonstrated ability to collect, analyse and interpret quantitative and qualitative information; identify the strengths and weaknesses of policies and practices and propose workable improvements or alternatives. Previous research experience working with microdata, large administrative datasets or surveys such as PISA, PIAAC or TALIS would be an asset.
  • Experience with project management in research and/or policy contexts, and organisation of meetings, workshops and conferences, would be an advantage.
  • Good organisational skills, ability to work effectively on the basis of general instructions and with  moderate supervision;

Tools

  • Proficiency working with large databases and advanced statistical software (e.g. STATA, R or Python)

Communication and Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Effective written communication skills, including the ability to organise and present complex material clearly and simply for both specialised and non-specialised audiences.
  • Strong interpersonal and communication skills, including the ability to make public presentations and to work collegiately in a team environment.

Selection Process

  • For retained candidates, written tests/video-recorded interviews are foreseen to take place in September/October 2022 and panel interviews are planned for November 2022.

Contract Duration

  • 13 months fixed term appointment, with the possibility of renewal.

  • Monthly base salary starting from 5,020 EUR, plus allowances based on eligibility, exempt of French income tax.
