Job description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. The organisation’s business area - GIZ International Services - is the vehicle for offering GIZ’s services to international clients.

GIZ International Services is currently participating in the Swiss Agency for Development and Cooperation (SDC) tender for the ASEAN Swiss TVET Initiative (ASTI).

ASTI will support the conceptualization, development and implementation of a uniform workplace-based learning (WBL) concept for unemployed young people; especially those with limited education, early school leavers and low skilled workers. They will be equipped with labour market relevant skills that enable better employability and integration into the formal Technical and Vocational Education and Training (TVET) system. ASTI will support the integration of the WBL concept into the formal TVET systems of Cambodia, Lao PDR and Myanmar (CLM). (The Myanmar component is optional, depending on the situation in the country and will in any case be implemented by a consortium partner.) Hence, through the partnership with relevant Ministries it will support the national governments in CLM in their endeavour to extend TVET for various target groups including disadvantaged populations and in line with the ASEAN Declaration on Out-of-School Children and Youth (OOSCY). This will be implemented in selected sectors (such as: manufacturing including garments and furniture production, agriculture including agro-processing, construction or tourism) for specific occupational profiles and coordinated on a regional level (CLM). ASTI will also support industry representatives (Chambers/Federation/Associations) and implementing companies in setting up and conducting WBL.

Your tasks

  • Overall project management and coordination.
  • Communication and reporting to ASEAN Secretariat (ASEC) and SDC.
  • Coordination with collaboration partners.
  • Participation in regional coordination meetings with ASEAN Member States (AMS) and national coordination meetings (CLM).
  • Advise collaboration partners and SDC regarding TVET in general and WBL in particular.
  • Coordination of all experts and support staff.

Your profile

Qualifications and skills:

  • Master’s degree (or equivalent degree) or higher degree in Economics, Social Sciences, Educational Sciences, Engineering, Business Administration or any other relevant field. In the absence of such a degree minimum 15 years of professional working experience in TVET sectors is required.
  • Excellent command of written and spoken English.
  • Full computer literacy.

General professional experience:

  • Minimum of 10 years of professional experience in the field of TVET.

Specific professional experience:

  • Minimum 10 years of experience in implementation of TVET-related project(s), including at least 5 years in a team leader position, preferably in ASEAN countries.
  • Minimum 5 years of experience in project / program management related to TVET with multi-stakeholders.
  • Minimum 5 years of experience in implementation of capacity building projects related to TVET.
  • Minimum of 5 years of experience in the implementation of dual-training, apprenticeship training and/or workplace-based learning.
  • Minimum of 5 years of experience with development of competency-based occupational standards and curricula, assessment & certification processes, and drafting of regulations and/or guidelines related to TVET.
