Background:
Since 2020, UNESCO, in partnership with the Government of Uzbekistan and funded by the EU, has been advancing the "Skills Development in Rural Areas of Uzbekistan" project. This initiative aims to enhance the alignment between vocational training and industry demands, focusing on improving the quality, relevance, efficiency, and effectiveness of skills development for rural youth in the agriculture and irrigation sectors. Targeting four rural regions—Karakalpakstan, Khorazm, Bukhara, and Surkhondaryo—the project has developed National Occupation Standards (NOSs) and competency-based curriculum and assessment (CBCA) for six occupations within irrigation and agriculture in 2023, which is currently being piloted in 4 regions. Following this, a comprehensive capacity-building program was rolled out for teachers and stakeholders based on these standards. A pivotal component of the project involves the introduction of additional support mechanisms, including the development of a Teacher Competency Framework for TVET teachers and bolstering quality assurance interventions for TVET institutions, such as the assessment centers and Sector Skills Councils. To further this agenda, UNESCO is seeking an expert to offer follow-up support for CBCA implementation in pilot colleges and facilitate extensive capacity building for TVET teachers, in collaboration with the Institute of Pedagogical Innovation and its Centers of Excellence, which are pivotal in TVET Teacher Training.
The consultant will be under the guidance of the Head of UNESCO's Tashkent Office and the direct supervision of the Senior Project Officer, tasked with:
The contractor is expected to travel and stay in Uzbekistan at least 60% of the contract duration and visit the four project regions and TVET schools for consultation and delivery of the trainings.
