The United Nations General Assembly mandates UNICEF to advocate for protecting children's rights, help meet their basic needs, and expand their opportunities to reach their full potential.
The Belarusian socio-economic situation is rapidly changing, influenced by fast digitalization, technological advances, self-employment and private sector increase. All these issues put unprecedented demand to the education system and its transformation to meet the labour market requirements.
To support the MoE in evidence-based decision making, UNICEF in Belarus conducted the assessment of universal 21st century skills integration in the education system. Based on the assessment, the development of a strategy and action plan, methodological guidelines for the formation of 21st century skills in students, along with information banks of effective teaching and learning practices, were recommended.
UNICEF in Belarus has developed a project proposal aims to support the government to take advantage of the opportunity to strengthen adolescents’ 21st century competencies, focusing on social and emotional skills, in the system of general secondary and professional education.
How can you make a difference?
Taking into consideration the above mentioned the Country Office is hiring an international individual or institutional consultant to work closely with the group of the national experts and under the direct supervision of UNICEF in Belarus to support the development and implementation of this project.

QUALITY REQUIREMENTS TO THE DEVELOPED POLICY FRAMEWORK and METHODOLOGICAL MATERIALS:
Once the documents are prepared and delivered, UNICEF shall hold sole ownership of the Intellectual property rights of the documents and the related materials.
TRAVEL
The international consultancy will be provided remotely via e-mails and available conversation tool (zoom, teams). The on-site visits will be determined based on the consultancy needs and taking into account the epidemiological situation COVID-19 related. The duration of field mission to Belarus will be determined based on needs to perform assignments in time and in full. The contract will be amended with the consultant’s travel cost that will be calculated in accordance with UNICEF rules and regulation once the decision is made.
Payments to the international consultant will be conducted based on the submitted invoices with the number of consultancy days in line with actually reported deliverables.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are uncompleted, not delivered or for failure to meet deadlines.
All materials should be primarily developed in Russian.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
