Proposal Summary:

The purpose of the evaluation is to examine the effectiveness of the MCC’S Cote d’Ivoire Skills for Employability and Productivity project activities, determine whether the project has achieved the planned results, identify successes and gaps in performance against targets, and provide information on whether the project has had unintended consequences.

Position Summary:

The In-Country Coordinator will serve as a core team member, interacting with the Millenium Challenge Account (MCA) and other local stakeholders, as requested, to identify stakeholders to include, to collect data and to provide continuous program monitoring with respect to implementation of the evaluation. The In-Country Coordinator provides on-going technical and evaluation implementation support duration of the contract. Expected period of performance will be from September 2024 to August 2030. Responsibilities:

  • Facilitate in-country communications, data requests, and stakeholder relationships with MCC, MCA and other relevant stakeholders.
  • Contribute to development of initial evaluation design, survey instruments and questionnaires, ensuring appropriateness for country context.
  • Provide oversight of secondary data collection activities, and as directed, support supervision of local data collection firm.
  • Conduct qualitative interviews as directed and assure processing of outputs for team analysis.
  • Contribute in developing findings, recommendations and conclusions of performance evaluation.
  • Organize stakeholder workshops to support evaluation design and dissemination.
  • Support the planning of trips by international team members.

Qualifications:

  • Master’s degree required in education, evaluation, research, or a related field.
  • A minimum of five (5) years of experience managing needs assessments, situational analyses, program research and/or evaluations for bilateral or multilateral donor projects, including experience conducting informant interviews and using other social research tools, MCC experience preferred.
  • Demonstrated understanding of TVET/workforce development in Cote d’Ivoire through at least 3 years of previous program experience.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English and French required.
