Duties and Responsibilities

B. Introduction
The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) was established in 1949 and mandated with responding to the needs of Palestine refugees. UNRWA provides basic education, primary health care, social services, infrastructure improvements, micro-finance, and emergency assistant to Palestine refugees who have registered with the agency.

The UNRWA Technical and Vocational Education and Training Programme (TVET) aims to empower Palestine refugee youth by providing the skills and knowledge that they need to become independent adults. The UNRWA vision for TVET is to have a pioneering and responsive system that is relevant, efficient, effective, as well as being accessible, inclusive, and sustainable. The UNRWA TVET system aims to not only empower Palestine refugees to achieve their maximum potential but also support the regional market and contribute to the overall development of the Palestine refugee society.

The UNRWA TVET Programme runs eight Vocational and technical Training Centres (VTCs) in the five Fields of UNRWA operations (Gaza, West Bank, Lebanon, SAR, Jordan), offering trade, skilled, semi-professional and short-term courses, to roughly 8,270 trainees (including 1st and 2nd year trainees). As articulated in the UNRWA Medium Term Strategy (MTS), one of UNRWA’s main priorities is to improve the employability of TVET’s graduates to ensure long-term enhancement of their livelihoods.

In order to ensure the sustained effectiveness and quality of the programme in a challenging context, UNRWA, developed a TVET Strategy (endorsed in 2014), which provides a strategic and longer-term direction to UNRWA’s TVET Programme, to enable it to better respond to the needs of Palestine Refugee Youth. The Strategy has nine interlinked “Building Blocks”: Access; Placement and Career Guidance (PCG); Labour Market Relevance and Responsiveness (LMRR); Developing and Delivering of TVET Programs; Human Resources Development (HRD); Sustainability; Quality Assurance (QA); Governance and Structures; and TVET in Emergencies, Crisis and War, all addressing how best to improve the employability of UNRWA’s TVET graduates.

C. TVET Organisation Restructuring

After TVET Strategy endorsement in July 2014, the TVET & Youth Division began work on the Review of Organizational Structures (OSs) of UNRWA VTCs and UNRWA TVET Staff Posts at all UNRWA Fields (as part of Phase II Post Review) and TVET Norms and Standards. The findings suggested there were some gaps between the staffing standards and the existing practices in the VTCs.

As part of the ‘Human Resource Development (HRD)’ building block, UNRWA aims to develop a coherent Agency-wide TVET organizational structure, with clear responsibilities for all staff, through professionally viable, financially feasible, and administratively achievable means.

D. Duties and Responsibilities

The objective of the consultancy is to identify any major gaps and anomalies in the organizational structure of the UNRWA TVET Programme that might affect its overall performance and efficiency.

The consultant will complete the following activities in a participatory approach with relevant stakeholders such as Human Resources Department (HRD), Field Offices (FOs), Vocational Training Centers (VTCs), etc.

1. Review the TVET Norms and Standards for VTC staffing

1.1. Review the initial survey conducted by the UNRWA TVET and Youth Division on the current TVET organisational set-up
1.2. Assess the current norms and standards of VTC staffing
1.3. Identify the gaps between the official norms and standards and the current staffing practices.

2. Review the current TVET organisation structure

2.1. Analyse the current staffing situation including the organisational structure of the VTCs.
2.2. Prepare a list of all the current TVET post titles (both teaching and non-teaching posts) with their grades and locations including annual costs.
2.3. Based on the desk review and survey conducted with Field Offices, analyse, identify gaps and anomalies in TVET organizational structure against official norms and standards and summarise the findings
2.4. Identify any other organisational issues that might affect the TVET Programme’s overall performance

3. Review and update the governance and change management structures

3.1. Review the governance and change management structures and identify any interventions required to strengthen the TVET programme at HQ and Field levels.
3.2. Develop TOR for the Governance and Change Management Team, summarizing the roles and responsibilities of the change management team responsible for implementing the organizational change.

4. Develop a business case for the proposed change outlining, when necessary, any options for TVET restructuring.
:
4.1. Map changes proposed for each of the options including rationale, pros and cons, risks.
4.2. Set out a detailed financial impact for each of the options including current and proposed costs.
4.3. In consultation with the change management team and other relevant stakeholders, prepare a business case for organisational change. Attention should be paid to ensure strategic coherence, Field specific needs, and financial and operational implications.
4.4. Prepare a roadmap of the proposed organisation structures to present how the changes would be led, managed, and delivered, including change management milestones.
4.5. Prepare a report on how the proposed changes will impact the workforce, for example
• Those employees deemed in and out of the scope of the changes and those that may be affected by the restructuring exercise and those no affected
• Numbers of posts in the current and proposed structures (in both full time equivalents and head count)

5. Outline new job descriptions for the post within the TVET review as relevant

5.1. Review TVET Job Descriptions (JDs) and conduct Occupational Analysis: Review, amend, and map the current job descriptions, roles, responsibilities, and tasks in the UNRWA VTCs and related staff posts, in accordance with regional and international occupational standards.

Qualifications/special skills

F. Qualifications

• Post-graduate degree in education, social science, management, human resources, organisational development, economics, or a related specialization.
• Minimum 8 years of relevant experience, of which at least four years in leading and developing organisational design and structures; prior experience with TVET structures design and review is desirable.
• At least two continuous years of relevant international experience outside the country of which the candidate is a national or holds citizenship, a passport or national identity card
• Proven experience in change management
• Very good analytical skills, previous experience in conducting surveys and data analysis is desirable.
• Excellent drafting, report writing, and communication skills.
• Excellent facilitation skills
• In-depth and proven knowledge and experience with TVET public and private sector institutions in the MENA region, especially in relation to TVET organization structures, is desirable.
• Experience in the MENA region is an asset
• Fluency in English (oral and written) is a requirement. Arabic is desirable.
• Good interpersonal skills

H. Reporting

The hired consultant will directly report to the Chief TVET &Youth Division at UNRWA HQ Amman. S/he will work in close coordination with the Directorate of Human Resources, Field Offices, and other relevant departments

I. Duration of the Consultancy

The duration of the consultancy is 82 working days within a period of 6 months, starting from December 2022.

J. Duty Station

The consultant will work remotely. Travel to Amman may be required.

K. Remuneration and compensation

The professional level of the consultant will be equivalent to the International Professional standard at Level P4 which corresponds with a daily fee of USD 360 per working day. Payment for the consultancy will be deliverable-based.

Travel days will not be considered as a working day. Cost for international travel will be covered by UNRWA and the consultant will be provided with a TSA according to the UNRWA policies and regulations.

The consultant will be responsible for arranging his/her (travel) insurance, allowing the consultant to travel to all five Fields of UNRWA operation (West Bank, Gaza, Lebanon, Syria, Jordan), as needed.

Languages

• Fluency in English (oral and written) is a requirement. Arabic is desirable.
