Skills for Prosperity

Funded by the UK Foreign, Commonwealth & Development Office (FCDO), the Skills for Prosperity Programme Mexico (SFPMx) aims to spur inclusive economic growth in Mexico via more productive and equitable skills sectors improving employability, employment opportunities and the earning potential of beneficiaries. It seeks to facilitate effective education-to-employment partnerships at the state level, prioritising sectors key to national economic development, and developing an enabling environment for a strong skills ecosystem through technical assistance and capacity-building.

The Green Skills for Prosperity Subprogramme (GSFPS) will operate under the SFPMx umbrella, and it will be fully aligned to the SFPMx's theory of change Logframe and methodological approach. GSFPS will increase the impact of the SFPMx Programme and contribute to its objective to strengthen Mexican labour markets by providing industry-linked skills training courses in the clean energy sector. Additionally, the Subprogramme will promote a transition to a low carbon economy by reducing the gap between the supply and demand of skills.

 

The role

DAI seeks a Programme Manager and Policy Adviser to manage the Green Skills component of the Skills for Prosperity Programme (S4P) in Mexico. S4P promotes the relevance, quality, and equity of Higher Education (HE) and Technical and Vocational Education and Training (TVET) in Mexico. The successful candidate will also specifically lead on clean energy and green skills gaps, helping to drive inclusive economic growth and development. The position works closely with the Programme Team Leader, the Technical Coordinator, and the Green Skills Pilar Lead.  

The Programme Manager and Policy Adviser  is expected to co-lead on the UK-Mexico S4P Programme with a significant focus on delivering with impact, assuring good value for money (VfM), monitoring the implementation and coordinating with wider Her Majesty's Government (HMG) efforts to build education and energy links.

Specific responsibilities include inter alia:

- Lead the Green Skills Component of the S4P portfolio,overseeing successful implementation and working effectively with DAI, the Delivery Partner, while monitoring implementer compliance, assuring good performance, strong finances, and accomplishment of the programme’s goals, benefits and impacts. Remain flexible and manage evolving programme adjustments and mitigation strategies, providing expertise to maximise results ensuring correct spending, and positive stakeholder engagement.

- Provide specialist technical advice for the whole S4P Programme to steer its delivery and implementation of the work plan, ensure the Programme’s sustainability and legacy is protected, and boost Monitoring, Reporting, Evaluation and Learning (MREL). In addition, assess the Programme’s compliance with the International Development Act and prioritise gender, equality and social inclusion. Ensure full collaboration and connectivity of the Green Skills component with the S4P Global Programme and HUB Team (headquartered in the UK) and the UK’s Foreign, Commonwealth and Development Office (FCDO). collaboration with the S4P team and the Delivery Partner, ensure the overall S4P programme’s exit strategy meets standards and best practices, assuring the closing plan is meeting the objectives aligned in the work plan. Support the S4P manager in the assessment of key milestones and feed into centralised reporting systems, assuring accurate communication and reporting on the Green Skills component to the London central team and wider HMG stakeholders.

- Support stakeholder management in line with the Programme’s primary aim of reducing poverty and inequality as well as promoting the green skills objectives, aligned with HMG´s COP26/27 priorities and climate objectives (ICF, UK PACT, BEIS; commercial and policy goals on clean energy, technology and infrastructure). Support and build partnerships between relevant international and national local organisations and local stakeholders/implementers to drive the development of the Programme and both onthe clean/green energy and TVET/HE sectors in Mexico.

- Help generate commercial opportunities and effective development communications from the Programme, including working with DAI and the UK’s Department of International Trade to ensure the realisation of commercial opportunities. Work with the S4P Hub and British Embassy Teams to develop internal (UK audiences) and external (Mexican audiences) Programme reporting and media products, such as written stories, videos and infographics, on S4P’s outcomes and results.

- Support the S4P Programme Manager, as needed, to respond to Education Policy requests and facilitate delivery of internal activities and visits. Conduct analysis and research on relevant policy developments, on both education and clean energy, using this knowledge to shape programme delivery, and elaborate effective communication strategies, briefings and speeches.

- Accountable for the implementation delivery of the Subprogramme effectively and efficiently, and aligned with contractual deliverables

- Build close relationships with the client, beneficiaries, and other key stakeholders to assist with Subprogramme delivery

- Ensure quality of Subprogramme outputs are fully aligned with DAI and client requirements through mentoring, training, and monitoring of staff and partners

- Support the quality of submission of Programme deliverables, ensuring accountability and adherence to KPIs and Subprogramme deliverables, including professional development reviews and mentoring

- Responsible for ensuring the approval of deliverables from the client

 

Essential Requirements

- Bachelor’s degree in the fields of development, climate change and education, or related subjects, Public Policy or International Relations, with a Master’s degree preferably.

- Fluency in English and Spanish (written and spoken)

- Knowledge of Mexican and/or UK TVET, Education and Clear Energy ecosystems, and current issues and policies.

- Experience leading and implementing programmes at a big scale, with an international dimension especially in private sector or industry.

- Experience managing clean energy related or education projects, drafting policy reports and papers, and preferably, with experience working with or in the public sector institutions 

- Experience working in multidisciplinary teams.

- Be a self-starter, able to put projects into motion, with effective communication skills and inspiring leadership across skills,education and energy sector partners.

- Be proactive, and a flexible and creative problem-solver, able to come up with innovative solutions to complex problems and create coherent and compelling programmes and projects.

- Be resilient and resourceful: you will need to provide direction and leadership on this agenda against an evolving scenario.

- Demonstrate good time management and prioritisation skills.

 

Reporting and support

The Green Skills Programme Manager and Policy Adviser willbe supported, and line managed by the Skills for Prosperity Team Leader and in coordination with the Skills Programme Manager at FCDO.
