Project description

The overall program goal being the improvement of the employment situation of young adults in Egypt, the module objective of the TCTI project is the following:

The systemic framework conditions for dual vocational education and training have been improved in accordance with the reform strategy Technical Education 2.0 of the Egyptian Ministry of Education and Technical Training.

The core point will be the establishment of two Centres of Competence (CoC) in the sectors of Tourism/Hospitality and Agribusiness. The contractor will be responsible for the following work packages (WP):

WP 1: CoC governance structures are set up and tailored to sectoral needs
WP 2: TVETA master trainers and CoC personnel are capacitated
WP 3: CoCs are equipped and prepared for training implementation
WP 4: A concept for CoC network schools is developed and implemented

Job description

• Coordinate all project activities with relevant TVET actors
• Develop the CoC school network blueprint together with expert 2 (WP 4)
• Ensure alignment of all activities with the Egyptian TVET system
• Act as resource person to other experts for TVET system specific questions and challenges
• Overall responsibility for (re)-designing 8 dual training programmes together with experts 4 and 5 and short-term experts (WP 3b)
• Ensure close coordination with CoCs and network schools in the two sectors
• Together with expert 2 ensure the set up of the 2 CoCs
• If required, provide technical capacity development support to CoC personnel
• Manage the knowledge management for the assignment in line with the monitoring and evaluation (M&E) and learning concept of TCTI
• Ensure the M&E for standard indicators as well as project indicators
• Together with experts 4 and 5 responsible for equipping and upgrading the 2 CoCs (WP 3a)

Qualifications

• Education/training: University master’s degree in education, TVET or labour market
• Languages: Knowledge of written modern standard Arabic C1 in the Common European Framework of Reference for Languages (3 points), spoken Egyptian (2 points) and English C1 (5 points)
• General professional experience: 15 years of professional experience in the TVET sector in Egypt
• Specific professional experience: 10 years of professional experience working at TVET education providers (technical schools, dual system schools, private academies)
• Development cooperation (DC) experience: 2 years of experience working on DC projects
• Other (2.3.8): 3 years of professional experience in developing competency-based curricula
