Evaluator for Nabilan Certificate III Social Services Training Program

Short-term assignment- October/ November 2022- ending December 2022

The Asia Foundation (the Foundation) is implementing the Nabilan (Ending Violence Against Women) Program in Timor-Leste under a Grant Agreement with the Australian Department of Foreign Affairs and Trade. In this engagement, the Foundation is seeking a consultant to conduct an evaluation and review of the Nabilan Certificate III in Social Services courses training program. Certificate III in Social Services is vital to improving the quality-of-service provisions in Timor-Leste and entails reviewing the delivery method and teaching materials.

POSITION DUTIES AND RESPONSIBILITIES:

Review the Certificate III in Social Services courses

The Consultant will review the Certificate III in Social Services course (competencies, delivery method, and teaching materials) and produce a report (between 10 – 20 pages) with recommendations to ensure that the course competencies and materials are:

  • Suitable for the Timor-Leste context – particularly the prior education level and work experience of the participants
  • Commensurate with or equivalent to comparable competencies in Australian or New Zealand vocational training courses in this sector (e.g., Diploma of Community Services, Certificate III in Community Services)
  • Meeting the training needs of the sector
  • Meeting any new regulations from the relevant government or industry standard in Timor-Leste

Update the Certificate III in Social Services courses

The Consultant will review the course's current competencies, curriculum, lesson plans, teaching materials, and the assessments framework (method, rubric, tools, and progress tracking template) against comparable standards in Australia or New Zealand with regard to the Timor-Leste context. Based on the review, the Consultant will:

  • Update the minimum competency units, competency performance criteria, and key learning outcomes for the course
  • Update the training curriculum
  • Update the assessments framework
  • Update the recognition of the prior learning (RPL) system for entry
  • Update the lesson plans and teaching materials – these updates could be provided as additional units to be included or changes to existing units of learning

Deliverables

  • Written report (10 – 20 pages), answering the key questions and providing additional recommendations as appropriate
  • Provide updated soft/hard copy of competencies, curriculum, lesson plans, teaching materials, and assessments framework (method, rubric, tools, and progress tracking template) for the course

REQUIREMENTS:

  • Bachelor’s Degree in social work or related field
  • At least 5 years of work experience in social work or a related field (such as teaching, management, international development, curriculum development, adult education)
  • Demonstrated experience in the national technical and vocational education & training (TVET) systems in Australia, New Zealand, or comparable jurisdiction
  • Work experience with the training industry, NGOs, and governments are desirable
  • Highly proficient written and oral communication skills
  • Demonstrated cross-cultural communication is essential
  • Experience working in the development sector is desirable
  • Understanding of Tetum language is highly desirable.
