Employment services and Skill development in the underserviced settlement neighborhoods in Basra
Assignment title: Increasing Access to Employment Opportunities for Vulnerable
Urban Population in Basra City in Response to the COVID 19 Crisis

Assignment Duration: 5 Months from 1st May 2023 – 30th September 2023
The International Labour Organization (ILO) in partnership with UN-Habitat and funded by EU is implementing a project to Increase the access to employment Opportunities for vulnerable urban Population in Basra City focusing on the underserviced settlements.
Despite being the major centre for oil exports, Basra governorate has a high rate of unemployment, poverty, and a lack of basic services. In Basra, a city of more than 4 million, unemployment reached 21.8% in 2021, higher than the national average of 16.5% and the 5th highest rate in the country. Basra also has the 3rd highest NEET rate amongst young women in the country, and the 5th highest amongst young men (at 62.5% and 27.5% respectively) (LFS, Forthcoming).
Furthermore, COVID-19 has negatively affected the most vulnerable people, particularly those living in informal settlements deprived of services. Many households depend on unstable incomes and minimal savings. Informal settlements are densely populated with inadequate potable water and sanitation, little or no waste collection, and limited access to formal health care facilities.
As a response, in October 2021 UN-Habitat launched the Increasing Access to Employment Opportunities for Vulnerable Urban Population in Basra City in Response to the COVID 19 Crisis project funded by the EU. The objectives of the 3.5-year project are to a) improve water, electricity, waste management services and access in three underserviced settlements in Basra (Al-Ahrar, Al-Kubiyah, and Jurf Al-Melah), and b) enhance job opportunities for unemployed young men and women.
In October 2022, ILO and UN HABITAT signed a partnership agreement to cooperate in this project implementation. This project “Increasing Access to Employment Opportunities for Vulnerable Urban Population in Basra City in Response to the COVID 19Crisis”. The ILO will be contributing to enhance job opportunities for unemployed young men and women in three underserviced settlements in Basra (Al-Ahrar, Al-Kubiyah, and Jurf Al-Melah) through development interventions includes:
1) Construction interventions at the project adopting the Employment Intensive Approaches and Decent Work
2) Improve employment services through employment centres and digital employment platform: (the employment services include registration, training, on-job training, referral, job placement, etc.)
3) Enhance skills and capacities of vulnerable urban populations and SMEs to increase employability and productivity.
Towards the achievement of the long-term targets of the project, the ILO shall support and facilitate employment services and skills development in Basra in general and particularly in the targeted neighborhoods (Al-Ahrar, Al-Kubiyah, and Jurf Al-Melah). The trained workers and skilled technicians will increase their opportunities to find secure and decent jobs through the ILO's intervention in this project.
To that end, ILO seek for NGO which has good experience employment services and skills development to support the project implementation in this field in the three targeted neighborhoods in Basra (AlAhrar, Al-Kubiyah, and Jurf Al-Melah). The required intervention will focus on the enhance the employment services for job seekers and deliver vocational training for women in those neighborhoods in coordination with directorate of the Labour and social affairs in Basra (DOLSA), local government, private sector, and other related stakeholders.In addition, the local NGO, should build a solid and sustainable relationship with the targeted local communities to facilitate the project implementation and reach overall project’s objectives.
Employment services and Skill development in the underserviced settlement neighborhoods in Basra
The ILO, through this assignment, is seeking NGO to develop the following:
1) Develop the trusty relationship with the local communities to facilitate access to vulnerable population in the targeted neighborhoods (Al-Ahrar,Al-Kubiyah, and Jurf Al-Melah) in Basra.
2) Establish roving employment centers in the three targeted neighborhoods to provide career guidance, refer the applicants to the suitable project services, refer them to DOLSA and private sector to increase their opportunities to get secure and decent jobs.
3) Deliver Vocational Training for 160 women in vocational training centers to be graduated officially, and register them as job seekers with DOLSA, and register them in the digital employment platform and learn them to be an active user on the platform.
4) In partnership with the local communities and related stakeholders, Conduct three voluntary awareness campaigns in the targeted neighborhoods related cleanliness, child labour, and skills development.
- The service provider will therefore be required to undertake the following specific tasks in respect of the four scopes of areas mentioned above:
- ILO is seeking a Non-Governmental Organization (Implementing partner) to implement the mentioned activities in accordance with the implementation process described above. With ILO’s technical guidance, the Implementing partner will undertake the following:
- Undertake general planning, organization, coordination, and monitoring of the activities of the assignment from the inception phase to the trainees’ assessment & certification and post evaluation, in close coordination with the ILO.
- Undertake all procurement activities (i.e. training consumables, tools, equipment, instructors, supported staff, etc.) needed to implement the training programme according to the budget breakdown sheets agreed with ILO, and as per the ILO rules and regulations.
- Undertake all financial payments to the trainees and project teams (i.e.trainee’s transportation, trainers and staff incentives, etc.) according to ILO rules and regulations and the budget breakdown sheets agreed with ILO.
- Carry out training programmes and ensure prompt and adequate provision of resources and inputs necessary to undertake such activities.
- Manage the roving employment center in close coordination with the ILO, and provide the career guidance, counseling, job matching, referral to this project activities or other projects.
- Carry out the profiling and recruiting process for the targeted beneficiaries and trainees, planning, designing, developing, implementing, training delivery, trainees’ formative and final summative assessments and certification, building capacities, monitoring, tracking, follow-up, collecting feedback and lessons learned, and evaluation of the training programmes.
- Ensure that gender issues, disability, vulnerability and other relevant diversity issues are properly addressed in all aspects of the project particularly with regard to the trainees’ selection criteria stated in this TORs, selection process of project staff, equal opportunities and treatment for all, and inclusion of persons with disabilities.
- Monitor the overall project implementation; Prepare progress reports as required by ILO as outlined in these TORs.
- Ensure that the experiences, feedback, and lesson learnt from the implementation of the training programme are properly documented.
- Maintain close coordination with the project team; Conduct regular visits to the teams and project sites; Review the progress and take action, when necessary, with close coordination with ILO, on all project issues and incoming reports and communications from the project teams relating to project implementation.
- Assign the needed staff to manage, coordinate, follow up, monitor, and report on the project activities.
Based on above, below are the requested outputs and activities:
- Outreach the community leaders and influencers in the three targeted communities.
- Cooperate with them to identify the gaps between the jobseekers and labour market and employment services.
- Report about the recommendations to fill those gaps through the project activities.
- Improve the voluntary culture with the local communities and raise some initiatives to the ILO that could serve the project’s objectives on the labour level, social cohesion, or improve the basic services.
- In coordination with the local communities, establish a roving employment center to be rove between the three targeted neighbourhoods (two days per week for each neighbourhood – four hours per day – one day morning shift and one day evening shift) based on the static schedule and appointments.
a. The roving employment centers should include at least male and female case managers.
b. The roving employment centers should be in the public and accessible location.
- Create a database for each community in coordination with ILO and update it accordingly with tracking for each case.
- Register the applicants in the employment centers at least (600 applicants – 40% female) as job seekers.
- Provide the career counselling related to (job search skills, CVs, interviews, etc.)
- Refer the applicants to the different project activities (Vocational training, Entrepreneurship training, waste collection skills development, fresh graduates’ civil engineers training, other services could be offered from government, private sector, or other agencies.)
- Submit monthly report to ILO includes the roving employment center activities, and the updated database.
COST: the assignment cover the employment services expenses including (refreshments, stationary, printing, basic equipment for the roving employment centre, roll ups, and communication “internet and phone)
- Outreach 160 women (18-35) through the employment services center in the output 2.
- Assess the current skills level for the selected trainees and recommend appropriate content design of training programme based on the needs to upskilling of trainees’ skills.
- Coordinate with DOLSA to register and enrol 160 women in the vocational training center for 23 training days.
a. Coordinate with DOLSA to identify the raw materials for each vocational training Any Vocational training should be coordinated with ILO before starting.
b. The Raw materials should be identified by DOLSA.
c. Delivering the raw materials to DOLSA should be officially.
- Follow up with participants during the vocational training and monitor the progress until the graduation.
- Conduct graduation ceremony to the graduates, deliver certificates, transportation allowance, and career toolkit based on the vocational training.
- Refer the graduates to potential job opportunities or on-job training through coordination with the private sector.
COST: the assignment covers the for output 2 including:
a. transportation allowance for 23 training day for each participant (7$ per day).
b. Raw Materials for each opening workshop (maximum 500 USD)
c. Toolkit for graduates based on the DOLSA recommendation (maximum 200 USD)
d. Printed certificates.
- Coordinate with ILO and the local community to identify the methodology of the awareness campaigns.
- The campaign should be through voluntary intervention from the local community and the stakeholder.
- The campaigns should include participation from different community levels (men, women, youth, disabilities).
COST: the assignment covers the for output 3 including refreshments, brochures, banner, tools related to the campaign.
ILO will provide the technical support needed over the whole cycle of the assignment. ILO will also Oversee the monitoring and reporting of the project activities; Conduct regular visits to the project teams and project sites; Ensure that the experiences, feedback, and lesson learnt from the implementation of the training programme are properly documented
The selected NGO is expected to deliver the specific deliverables as set out in the tasks above, at the approval and satisfaction of the Sr. Project officer of the project:
- Down payment upon signature with submitting the inception report shall include the following elements: The methodology to be adopted, a broad overview on management and monitoring plan for the participants, detailed work plan, and any other element considered useful to be mentioned.
- Second Payment upon submission the following:
a. the intermediate report shall include the following elements: details of the activities and meetings held in coordination with project’s partners, certificates templates, a description of the implemented activities and employment services sessions, training sessions, training participants’ signed attendance sheets, information about challenges, recommendations, updated work plan, and any other element considered useful to be mentioned.
b. Financial Report.
The intermediate report and the financial report should cover (all the tasks under output 1, registration of the 600 job seekers under output 2, 100women graduated from the vocational training under output 3, and two awareness sessions conducted under output 4).
- Third/Final Payment upon submission the following:
a. A final report on the assignment clarifying the result and statistics on the implemented activities, in addition to the feedback, lessons learnt, success stories, and areas for improvement. and a copy of the certificates issued shall be submitted with the final report. All assignment’s deliverables are expected to be delivered to the satisfaction of the ILO by 30th September 2023.
The final report covers all the activities should be completed in the four outputs.
The duration of the contract will be from 1st May 2023 to 30 September 2023.
This service provision will be cared out in Basra, Iraq.
- Proven experience in the community-based projects especially in Basra.
- Proven experience in developing, managing, and implementing skills training programmes and employment services.
- Have demonstrated technical experience and sustainable results, with a minimum of seven years of practical experience, in market-oriented vocation/skills training and employment or income-generating programmes for disadvantaged groups particularly in construction related occupations.
- Proven competencies (human resources and skills) and experience in providing training.
- Have practical experience in, and the capacity to address gender issues/dimensions in training and employment.
- Proven experience in conducting capacity building and training events.
- Proven excellent reporting, communication, and documentation in both English and Arabic languages.
The ILO invites technical and financial proposals from qualified organizations having relevant experience in managing on-the-job training programmes as stipulated in these Terms of Reference (TOR). Technically responsive and financially viable organization will be chosen following ILO’s procurement rules/procedures on evaluation by ILO team of professionals.
The bidding organization must submit the proposed offer “Technical and Financial Proposals” in separate digital folders mentioning “Technical Proposal” and “Financial Proposal” on each digital folder so that the financial information could not be revealed before financial proposal opening. The two digital folders saved in one digital folder (zipped) with the title saved as the full name of the bidder, followed by the project title “Employment services and Skill development in the underserviced settlement neighborhoods in Basra– IRAQ”, and date of submission.

Proposals and countersigned Implementing Partner Certification ANNEX I should be submitted by email to Mr. Mohammed Abdulameer, (Email at Apply Button), Gashaw Shareef, (Email at Apply Button) and (Email at Apply Button). Both financial and technical proposals should be valid for 60 days.
The deadline for submission of technical and financial proposals is 5 April, 2023 COB Baghdad time to be evaluated according to the technical evaluation table below combined with the financial proposal. The proposer will receive a confirmation email in return upon submission. The Technical proposals will be evaluated in accordance with the criteria stated below:
Description of Technical Evaluation, Score
1. Relevant Experience in managing the design and implementation of vocational training programmes 20%
2. Strong field presence in Basra and working with DOLSA, training institutions and private sector. Implementing community-based projects. 30%
3. Understanding of the TORs and the aim of the services to be provided; Overall methodological approach, work plan, quality assurance, appropriateness of tools and estimated difficult and challenges 20%
4. Organization of tasks, including the timetable 15%
5. Previous experience working with the international bilateral donors 15%
The Financial Proposal shall include proposed costs according to the TORs description based on the activities. The Implementing Partner shall provide their financial proposal in detail per indicators. The highest score for Financial Proposal shall be given to the lowest total price.
