PROSIVU is seeking an experienced education planning consultant to assist Timor Leste’s Education & Training Sub-sector to develop a medium-term plan.
DT Global supports the implementation of PROSIVU on behalf of the Australian Government. PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
· Stronger and more inclusive economic growth,
· Sustainable public finances, and
· Better public administration

PROSIVU is seeking an experienced education planning consultant (the “consultant”) to assist Timor Leste’s Education & Training Sub-sector to develop a medium-term plan (MTP). The MTP will provide an integrated plan for what is expected to be achieved and how it will be funded, over a 5-year period. The MTP will detail sub-sector goals, outcomes, outputs, and planned activities, aligned with the Governments long term strategic goals for the Education and Training sub-sector. The consultant will be responsible for delivering a draft Education and Training Sub-sectoral MTP, as well as facilitating workshops and stakeholder consultations. This will include supporting the individual Government entities within the Education & Training sub-sector in identifying their goals, outcomes, outputs and planned activities, within their estimated budget ceilings.

Essential Experience and Knowledge
· A minimum of 10 years’ relevant work experience including experience delivering similar technical assistance projects for governments in developing countries.
· Experience applying sector-wide and multi-sector approaches to education and vocational training, planning and prioritisation within a budget ceiling.
· Understanding of education funding and finance, sector norms and benchmarks.
· Excellent interpersonal/communication skills and an ability to work within a multicultural setting, including the ability to adapt to and deal with limitations.
· Excellent stakeholder consultation, workshop facilitation, and report writing skills.
· Demonstrated commitment to gender equality and social inclusion.
· Commitment to a capacity development approach, teamwork, coaching and mentoring other people.
· A bachelor’s degree in a relevant field, post graduate studies are an advantage.
Desirable
· Experience with the theory of change (ToC) process and goal setting.
· Experience working in Timor-Leste.
· Tetun or Portuguese language would be an advantage.
