Job Title: Education Specialist (Digital Content Development)

Program: Youth Employment and Business Start-up (YouLead) Program

Location: Colombo, Sri Lanka

Anticipated Start Date: Immediately

Expected Duration: up to December 2023

Reports to: Digital Content Development Focal Point

Eligibility: Anyone has ability to work in / remotely to Sri Lanka


ASSIGNMENT OVERVIEW AND OBJECTIVE  

USAID's youth employment and entrepreneurship project (YouLead) is a seven-year program funded by USAID and implemented by IESC to improve technical and vocational education and training and increase the employability of young people in Sri Lanka. YouLead will create a more skilled and flexible workforce by undertaking activities that support and strengthen students, teachers, institutions, and entrepreneurs. YouLead will improve career counselling quality and availability, aligning tools and counsellor training with in-demand jobs and skills and high-growth sectors both locally and globally.


DUTIES AND RESPONSIBILITIES

IESC is seeking a potential candidate to provide guidance and advice in development or improvement of digital learning content for vocational skills development courses including the cross-sectional skills such as soft skills. The potential candidate is expected to closely work with the IESC contracted digital content developers to ensure the learning outcomes of the courses are properly integrated in the content development process. The following tasks and responsibilities are expected to be performed by the consultant.

  • Identify the potential courses or course modules for digitalization process through the consultation with YouLead technical focal points and the Sri Lankan Vocational Skills Development Public and Private Stakeholders.
  • Be cognizant of challenges and limitations that the target audience has and help tailor the solutions to address such.
  • Develop/ improve the overall learning outcomes and lesson objectives to the identified courses/ course modules and draft assessment methods and grading system for the courses.
  • Participate in discussions, brainstorming session to ensure the assessment systems are placed to properly capture the achievement of the learning outcomes.
  • Provide guidance and advice to the contractors selected for digital content development to ensure effective learning in placed.
  • Develop/ improve a system for validating/ conducting test runs to ensure the developed contents meet the requirements.
  • Develop and place a system to assess digital content development contractor performance.
  • Help to ensure that the content can be updated with minimum effort if and when the requirement arises.

REQUIRED SKILLS SET

  • Relevant experience in Sri Lankan Vocational Education or Education System, Skills Development Digital Learning System, and Education Practices. Especially the potential candidate know the ways to deliver learning outcomes through a digital media.
  • Knowledge and experience in managing digital learning content service providers and quality assurance.
  • Excellent communication skills, both written and spoken with strong interpersonal and networking skills.
  • Creative problem-solver
  • Ability to work independently and in a remote working environment.
  • Organized and time-effective

QUALIFICATIONS

  • Master’s degree or equivalent experience.
  • Minimum seven years’ experience in vocational education and/ or education system
  • Experience with USAID and other donors will be an added advantage
  • English fluency required
  • Knowledge on online training platforms, learning management systems and knowledge on local and international training service providers for workforce development activities is desirable.

The YouLead Digital Content Development Focal Point.

DURATION AND TIMING

This assignment will be a part-time consultant contract covering a period until December 2023. The potential candidate can work remotely (if outside of the country) during the Sri Lankan Office Hours. S/he can allocate at least 5-7 days per month for the assignment; however, the time allocations can vary based on the requirements. The initial contract will be provided for 90 days for 12 months, it can be modified based on the requirement.

LOCATION OF WORK

The primary activities of this assignment will be performed in Colombo, Sri Lanka.
