Job description
The "Support to the Transformation of the TVET System in Ghana" project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), with funding support from the European Union (EU). In 2019, the Government of Ghana initiated a transformation of the TVET sector better known as “Harmonization of TVET”. GIZ supports these reform processes. The project’s objective is to support the Government of Ghana in establishing an efficient TVET system by strengthening the management capacities of relevant state actors, by training TVET personnel to apply CBT, by involving the private sector to ensure TVET curricula are demand-driven, and lastly by integrating green and digital elements into TVET to address environment and sustainability aspects in the labour market.
Your tasks
- Organizational advice of the training providers in the northern/northwestern project region in Ghana
- Advising school management on the preparation of development and business plans as well as on the implementation of CBT courses along the national TVET Qualification Framework (NTVETQF) in accordance with the CTVET vocational training strategy
- Support the further development of leadership and management at the relevant training institutions
- Support cooperation between training providers on the one hand and companies and associations (including the informal sector) on the other, in order to develop and coordinate a demand-oriented vocational training system.
- Support in the coordination and monitoring of CBT courses in close cooperation with the GIZ project team and, if necessary with the Ghana TVET Voucher Project (GTVP)
- Provision of opportunities and advice for competence development in teacher training and curriculum development, in particular advice, further education and training of teachers and trainers on vocational education with a special focus on "greening" and digitalisation in the crafts supported by the project
- Participation in the reform and implementation of the funded curricula and corresponding materials for the selected training courses, in particular with regard to sustainable aspects in vocational training
- Cooperation and close coordination with the GIZ project team
- Support of a Local Subsidy Agreement for the implementation of a development project, presumably in the field of agriculture
- Support of the newly established Gender & Diversity Centers of the training providers in the region
Your profile
- University studies, ideally related to adult education or in a technical or agricultural field
- Completed training, ideally related to agriculture and/or
- Several years of professional experience in vocational education and training
- Experience in development cooperation
- Regional experience in West Africa is required
- Experience in project management is an advantage
- Fluency in English is a prerequisite
Location information
We are glad to provide first information about Ghana.
- Location: Tamale
- Climate: Tropical with high temperatures (33°C on average during the day) and very dry in the winter months, but high humidity in summer;
- Health care: In Accra, the health infrastructure is well developed, especially in Accra. by some private clinics. In rural areas, care is inadequate, with basic health care in regional capitals. The regional doctor of the German Embassy in Accra can be consulted in critical cases. GIZ works with the West African Rescue Association (WARA), which carries out rescue operations in emergencies.
- Shopping and utilities: All daily necessities are available in the regions of Ghana with a number of local supermarkets and markets. In Accra there are numerous shopping opportunities for international items.
- Accessibility: An international airport with daily connections to Europe is in Accra. Flights between Tamale and Accra go several times a day. Outside the city, good road conditions, network and other supplies are not always given.
- (Small) children and school situation: A bilingual German Swiss International School (GSIS) is only available in Accra. However, there are a number of international schools and also kindergartens in the regions. The school fees are partly high, reimbursement according to GIZ guidelines.
- Security: Ghana is considered a politically stable country, the security situation in the West African context is very good. In contrast to the African city of Accra, the crime rate (petty crime) in the regions is much lower, also in West African comparison.
- Pets: not a problem
In general, the security situation is calm. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. A contact person for security risk management is appointed at the local GIZ office.
GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment. Please note that the general and personal living conditions in the country of assignment may meet with different legal and social acceptance. We gladly support you with our many years of experience.

- As a development worker, you can use the project vehicle for trips to school or to visit a doctor or can receive a monthly lump-sum mobility allowance instead. The project vehicle can also be used for personal trips with your manager’s approval.
- As well as your basic living allowance, as a development worker you will also receive extensive additional benefits during your assignment (including a foreign service premium, family allowances, private group health insurance).
- To enable you to get ready for your assignment as a development worker and your outward journey, you will be given outward journey leave following your preparation time in Germany.
- We will cover a large portion of the childcare costs for dependent children under 14 who are accompanying you if your partner is not doing so and is not a development worker or integrated expert themselves. Most nursery and school fees are paid.
- We will reimburse you for your rental costs based on the rent index for your country as well as paying you an equipment and furnishing allowance on top.
- You and the members of your family accompanying you will be covered by our health and liability insurance, while your family members will also benefit from accident insurance. In countries in crisis, we operate a comprehensive risk management system for your protection, which minimises personal dangers and risks.
