Job description

The development advisor supports the Polytechnic College in Nalaikh in the development of dual technical and vocational education and training (TVET) in the field of high-voltage technology, including the integration of renewable energies into grids, and on strengthening the cooperation with the private sector. The development advisor placement is part of the project "Capacity Development for Sustainable Energy", which is being implemented by GIZ together with the Mongolian Ministry of Energy. The aim of the programme is to provide TVET school teachers with further technical and methodological qualifications and to align training at the Polytechnic College in Nalaikh with the needs of companies. TVET school students are to be given better career opportunities through improved quality and more demand- and practice-orientated training. In addition, the Polytechnic College in Nalaikh will be further developed into a capacity development centre (or centre of excellence), which, among other things, will implement the qualification of teachers from other TVET schools in the fields of electrics/electronics and high-voltage technology as a multiplier task.

Your tasks

-You advise and train the TVET teachers with the aim of improving practical and theoretical training and in the application of participatory methods.

-You advise on the development and implementation of further training offers for teachers from other TVET schools and industry specialists

-You advise on the design and implementation of in-company training phases

-You conduct practice-oriented workshops, on-the-job training and further training seminars

-Training standards and (dual) curricula are further developed and updated through your involvement

-You advise the management of the TVET school on cooperation with local and international companies and other TVET schools

Your profile

-Professional qualification (skilled worker, master craftsman, technician, engineer)

-Practical experience in high-voltage technology

-Experience in dual TVET training

-Experience in setting up, organising and maintaining workshops and tools

-Consulting skills

-Founded professional experience

-Intercultural competence, communication and teamwork skills

-Didactic, methodological and pedagogical skills

-Good knowledge of English and/or German

-Perseverance and a positive attitude

Location information

Location information:

-Location: Nalaikh (approx. 40,000 inhabitants, district of the capital Ulaanbaatar (approx. 1,400,000 inhabitants, largest city in Mongolia))

-Climate: Continental climate, winter to approx. -30 degrees C (very dry), summer to approx. +30 degrees C

-Healthcare: Basic health care in Nalaikh, for serious illnesses exist health care providers in the capital (international clinics)

-Shopping and supply options: Good supply of everyday products

-Accessibility: 1 hour drive south-east of the capital, good connections on well-developed roads

-School situation and school fees: International schools only available in the capital

-Other: A translator will be provided

-General conditions: Willingness to work for short-term advisory service at other project locations in Mongolia is expected

Notes

The actual departure date depends on the visa and entry regulations of the country of assignment.

The position is planned for the period from 1.4.2024 to 31.12.2025. However, a shorter assignment (minimum term: 14 months) is also possible under certain circumstances.

GIZ's Development Service is looking forward to applications of candidates with a professional qualification and / or university degree and at least two years of professional experience. In addition you hold the German nationality or the nationality of a member state of the European Union.

Willingness to travel on a regular basis is required.

  • As a development worker, you can use the project vehicle for trips to school or to visit a doctor or can receive a monthly lump-sum mobility allowance instead. The project vehicle can also be used for personal trips with your manager’s approval.

  • As an employee/development worker, you will receive extensive additional benefits (e.g. monthly expatriate allowance, family allowances, private group health insurance) during your assignment, in addition to your remuneration / basic subsistence allowance.
  • To enable you to get ready for your assignment as a development worker and your outward journey, you will be given outward journey leave following your preparation time in Germany.
  • We will cover a large portion of the childcare costs for dependent children under 14 who are accompanying you if your partner is not doing so and is not a development worker or integrated expert themselves. Most nursery and school fees are paid.
  • We will reimburse you for your rental costs based on the rent index for your country as well as paying you an equipment and furnishing allowance on top.
  • You and the members of your family accompanying you will be covered by our health and liability insurance, while your family members will also benefit from accident insurance. In countries in crisis, we operate a comprehensive risk management system for your protection, which minimises personal dangers and risks.
