Management & Training Corporation (MTC) is seeking a Data Quality Review Expert to fill an anticipated research and assessment project in education (primary and secondary), transition to employment, TVET and workforce development in Belize.
The Data Quality Review Expert will conduct a data quality review to assess the quality of the indicators and data systems used in managing the education sector and propose areas for improvement in Belize. The Data Quality Review Expert will draft a “Data Quality Review Methodology” that includes the methodology MTC will use to assess the data and systems with respect to the data quality standards in Millennium Challenge Corporation’s (MCC) Monitoring & Evaluation Policy: accurate, consistent, timely, and transparent.
• Prepare and lead the implementation of the data quality review for the education research project.
• Document and review the complete data lifecycle from the point of primary data collection through the data entry, aggregation, analysis, and dissemination processes.
• Prepare a methodology report that will specify what specific indicators and data systems will be reviewed and how MTC will conduct the review.
• Lead recruitment of surveys and data collectors.
• Design key information interviews (KIIs), focus group discussions (FGDs), and surveys.
• Conduct and provide oversight to KIIs, FGDs, and surveys.
• At least a master’s degree in Statistics, Economics, or a related field.
• At least 10 years of experience in quantitative data collection and analysis.
• At least 5 years of experience in the design and use of data collection and aggregation tools for performance monitoring in large development projects.
• Experience working on at least one review of data quality.
• At least 5 years of general experience in data statistics in the education sector.
• Experience working in the Caribbean or Central America preferred.
