Swisscontact is seeking you as a Senior Technical Advisor to Rwanda TVET Board (RTB) which is located in Kigali. You provide technical support and international expertise in order to ensure effective coordination and development of basic TVET system in Rwanda. This assignment starts by arrangement (asap) and last until December 2023 and might be renewed for 2024.
Tasks
Advise the Director General of RTB (Rwanda TVET Board) and develop on strategic and institutional growth of RTB development, policies implementation, and law regulations related with RTB mission
Support RTB’s development and implementation of strategic and operational planning
Advise in curricula review and development, in line with labour market (WPL: Workplace Learning, Dual training, etc.),
Contribute in research and innovations for the growth and positioning of RTB (ICT: Information Communications Technology, emerging technologies, surveys)
Advise in improving partnerships at local and international levels
Support RTB in human resources planning and development
Advise in monitoring and evaluation, and content and knowledge management
Support in the development of a reporting and communication structures
Support in developing a sustainable financing system for TVET (Technical and Vocational Education and Training)
Support regional integration of TVET, mutual recognition of certificates and harmonization of curricula within EAC (East African Community)
Closely coordinate TVET activities with the private sector in order to create synergies and ensure TVET offer matches private sector expectations.
Requirements
At least Bachelor’s Degree in Education, TVET related field, or experience relevant to TVET development
Strong experience in TVET key aspects of CBT (Competence Based Training), curricula development, dual training system, workplace learning, and capacity building of key actors,
Analytical capacity and in-depth knowledge in TVET/employment/private sector participation and promoting the creation of an enabling environment for TVET development, acquired within national public or private, international or regional agencies
Experience working with public institutions and international organizations (at least one post held at managerial position in an international cooperation)
Experience in project management and policy development (from planning to coordination of implementation to monitoring to reporting), attention to detail, readiness to promote good results and client focus
Advisory and capacity development skills
Demonstrated organizational and negotiations skills in intercultural settings
Capacity to remain effective under changing working conditions
Excellent inter-personal and communication skills, and facility in professional and official documents writing in English
Fluent in written and oral knowledge of English. French is a plus.
