Project overview

  1. Kenya Skills for Prosperity Project (KS4P) is a two and half year initiative financed by the Foreign, Commonwealth & Development Office (FCDO), and implemented by Leonard Cheshire (LC) in partnership with the International Labour Organization (ILO) Kenya and the Open University (OU).
  2. The project is designed to tackle youth unemployment by improving equity, quality, relevance, and cost effectiveness of higher education (HE) and technical and vocational education and training (TVET) in Kenya. KS4P therefore aims to enhance skills development systems, policies, services and institutions and to create an enabling environment for young people, especially from the marginalized groups to access job opportunities in industries key to Kenya’s national economic growth.
  3. Over a period of 30 months, the ILO, within the consortium, will lead on providing evidence-based technical assistance to the Government of Kenya in the following areas of intervention:
  • Institutional capacity building of key TVET Agencies and other national skills development systems and structures, and strengthening of their linkages with industries,
  • Quality and relevant CBET implementation including technical assistance to targeted TVET institutions and support towards building the capacity of TVET teachers on effective pedagogical approaches as well as enhancing their continuous professional development.
  1. The desired outcomes are:
  2. EQUITY: Improved equity in access to the provision of TVET and HE in the public sectors and improved progression to employment for marginalized groups.
  3. QUALITY: Improved quality of learning outcomes from TVET and HE provision in the public sectors.
  4. Improved RELEVANCE of TVET and HE to the skills set needed by industry in areas key to national economic development.
  5. COST EFFECTIVENESS: Improved affordability of TVET and HE provision & a conducive environment for resourcing in areas key to national economic development.
  6. The impact of KS4P is therefore to increase capacity for inclusive economic growth due to more productive and equitable skills sectors thus improving the employability, employment opportunities and the earning potential of beneficiaries and thereby contributing to poverty reduction in Kenya.

Rationale of the Assignment

  1. The KS4P project as part of its core research activities conducted a skills demand study in Mombasa, Busia, and Kisumu Counties to determine sectors that are underdeveloped in terms of training programs, yet they have high potential and demand in the market to provide jobs for youth. In this regard, the Maritime sector was identified as a priority sector in the three counties. The ILO in collaboration in collaboration with TVETA, Kenya Coast National Polytechnic, Kenya Maritime Authority (KMA), Kenya Wildlife Service (KWS) and Kenya Institute of Curriculum Development (KICD developed five occupational training standards. A validation workshop was conducted where 47 maritime stakeholders endorsed the training standards. These standards are in the following sub-sectors: Marine Electrical and Electronic Engineering for Level 6, Maritime communication systems for Level 6, Marine Journalism at level 6, Marine life conservation at level 6, Health and safety in Shipping Operations at Level 5.
  2. The ILO in partnership with TVETA, industry players in the maritime sector and Kenya Coast National polytechnic is therefore seeking the services of a curriculum development facilitator to utilize the 5 occupational standards to develop competency-based curricula.

Scope of work

  1. The consultant will be expected to;
  2. Conduct a training and build the Capacity of TVET Trainers on how to utilize the occupational training standards to develop curricula.
  3. Facilitate the actual development of curricula
  4. Support in collection and documentation of relevant teaching and learning materials useful for training in the respective maritime programs.
  5. Work closely with the Kenya coast National Polytechnic and TVETA to ensure quality of the developed curricula and that they are approved by TVETA for roll out in TVET institutions.

Expected Deliverables

  1. The following are expected deliverables for this consultancy**.**
  2. Inception report detailing how the training and facilitation of curriculum development will be conducted.
  3. Competency based curricula for the 5 selected courses in Marine Electrical and Electronic Engineering for Level 6, Maritime communication systems for Level 6, Marine Journalism at level 6, Marine life conservation at level 6, Health and safety in Shipping Operations at Level 5.
  4. Curriculum materials: Each curricula shall be supplemented by key training materials for the teachers/facilitators and trainees to be used during roll out and implementation of the courses. The training materials will be developed by Kenya Coast National polytechnic trainers under technical support of the Consultant, ILO to convene the parties and provide financial support. Kenya Coast National polytechnic will submit Curricula materials and documents in soft copies, ILO will produce the hard copies from the soft copies.
  5. Final Report: Consultant will submit a final report, in English, that includes: the final outputs

Time frame

  1. The consultant should ensure that the operations are carried out within 35 days from the date of signing of contract. The consultant is expected to complete the assignment by 30th of March 2023

Deliverable

  • Inception Report.
  • Training of Kenya Coast National Polytechnic Trainers
  • Facilitation of Curriculum development Workshops
  • Facilitation of Validation Workshop with Stakeholders
  • Final Report submission

Desired competencies and evaluation criteria

  1. The consultant should meet the following requirements
  2. Proven experience in the Technical and Vocational Education training
  3. Proven experience in development of occupational standards, Curricula and learning content.
  4. Professional trainer in Competency Based Education and Training approach.
  5. The consultant must be a certified TVET practitioner.
  6. Prior experience in working with UN and other International/National NGOs will be an added advantage.
  7. The Evaluation Criteria:
  • Technical proposal: 50 Marks
  • Qualifications and experience:Academic qualifications from a recognized university in the related field, preferably in the education sector or technical sciences:5 Marks
  • At least 7 years’ proven experience in working with the education sector and developing curriculum, learning guides and assessment tools, preferably in a developing country : 20 Marks
  • Good knowledge and understanding of the education sector in Kenya and/or other developing country. Experience working with Polytechnics, TVETA and CDACC is required: 20 Marks
  • Excellent research, analytical, and report writing skills in English: 5 Marks
  1. Shortlisted Individuals/firms shall be asked to provide referees and evidence of past work for similar assignments. Other special conditions are:
  2. The Consultant shall sign a non-disclosure agreement with Kenya Coast National Polytechnic.
  3. The consultant may be subjected to vetting by relevant authorities, if necessary.

Reporting and feedback

  1. On the commencement of the assignment, the consultant (s) shall present an inception report to ILO National Project Coordinator on how he/she intends to execute the assignment. Upon approval, the consultant(s) shall immediately embark on the assignment.

Contract terms and application process

  1. ILO’s IGDS Number 224 (Version 1) shall guide deliverables and payments on External Collaboration consultancy assignments. The Payment Schedule:
  • 40% of the contract amount upon submission of Inception Report and implementation of a Training of Kenya Coast National Polytechnic Trainers
  • 60% of the contract amount upon delivery of curriculum development Workshops, validation Workshop with Stakeholders and Final Report submission
