BACKGROUND AND CONTEXT
Cambodia's education system is undergoing significant reforms to address the needs of a rapidly evolving economy and changing job market. This includes the development of a workforce that is ready to lead the area called Green Jobs in terms of employment and also entrepreneurship.
In Cambodia, green jobs are emerging as the country strives to promote sustainable development and address environmental challenges. The EU/CAPFIS/FOSTER Lot 1 & EU/CAPFISH/Co-SAVED Projects led by Oxfam and AEA has been involved in all the thematic areas listed below under Green Jobs, which are also areas that an enhanced education system can support:
- Renewable Energy: To reduce reliance on fossil fuels, green jobs in renewable energy are growing. This includes jobs in solar panel installation, wind turbine maintenance, and biomass energy production. These roles contribute to expanding access to clean and affordable energy sources in Cambodia.
- Sustainable Agriculture: Green jobs in sustainable agriculture focus on promoting organic farming practices, agroforestry, and permaculture. These jobs involve activities such as organic farming techniques, sustainable land management, and promoting the use of natural fertilizers and pest control methods.
- Forestry and Conservation: Given the importance of Cambodia's rich biodiversity and forest ecosystems, green jobs in forestry and conservation are crucial. This includes roles in forest management, wildlife conservation, and protected area management. These jobs contribute to preserving natural habitats and protecting endangered species.
- Waste Management and Recycling: Green jobs in waste management involve activities such as waste segregation, recycling, and composting. These jobs help reduce waste generation, promote recycling practices, and create a cleaner and healthier environment.
- Eco-tourism and Sustainable Hospitality: Green jobs in the tourism sector focus on promoting responsible and sustainable tourism practices. This includes roles in eco-lodges, nature guides, and sustainable tourism planning. These jobs contribute to preserving natural and cultural heritage while providing unique and sustainable travel experiences.
Although Cambodia is still in the early stages of developing its green job market, efforts are to be made to promote sustainability and create more opportunities in these sectors especially by the education sector.
In relation to the above both the Technical and Vocational Education and Training (TVET) stream and the General Technical high school (GTHS) (grade 10-12) play crucial roles in preparing students for the workforce and higher education.
PURPOSE OF THE JOB
The objectives of the research study are as follows:
- Assess the current status of green job readiness and education infrastructure and system in Cambodia
- Examine the impact of policy frameworks and institutional support on the growth of green job markets in Cambodia in MoYES and MLVT
- Propose recommendations for strengthening a link between the education sector and the economy to cultivate a sustainable environment for green job creation and sustainability in Cambodia.
SCOPE OF WORK
The consultant will be responsible for conducting a comprehensive research study, including but not limited to the following tasks:
- Conduct a comprehensive review of existing literature, reports, and studies related to green job markets, sustainability initiatives, and education systems in Cambodia.
- Synthesize key findings, trends, and best practices in green job development, policy frameworks, and educational strategies.
- Identify and engage with key stakeholders, including government agencies, educational institutions, industry associations, non-governmental organizations (NGOs), and relevant experts in green sectors.
- Facilitate stakeholder consultations, interviews, and focus group discussions to gather insights, perspectives, and data on current challenges, opportunities, and priorities for green job creation and education.
- Develop survey instruments and data collection tools to gather quantitative and qualitative data on the readiness of Cambodia's education system to support green job development.
- Collect and analyze data on current educational programs, curriculum offerings, infrastructure, and resources available for green skills training and workforce development.
- Review relevant government policies, regulations, and initiatives related to sustainability, green industries, and workforce development in Cambodia.
- Assess the effectiveness and implementation challenges of existing policy frameworks and institutional mechanisms for promoting green job creation and education.
- Identify policy gaps, barriers, and opportunities for enhancing the role of the education sector in supporting green economic growth and environmental sustainability.
- Develop evidence-based recommendations and actionable strategies for enhancing the capacity of Cambodia's education system to foster green job creation and sustainability.
- Prepare a comprehensive report documenting research findings, methodology, analysis, and recommendations, following a clear and structured format.
- Present research findings and recommendations to key stakeholders through presentations, workshops, and dissemination events to facilitate knowledge sharing.

DELIVERABLES
The consultant will deliver the following outputs within the agreed timeframe:
- Inception Report: A detailed plan outlining the research methodology, data collection tools, and work schedule. late April 2024
- Draft Research Report: A comprehensive report presenting the research findings, analysis, and preliminary recommendations for review and feedback. August 2024
- Final Research Report: A revised and finalized version of the research report incorporating feedback from stakeholders and presenting actionable recommendations for policy, practice, and provide project ideas to implement in Cambodia which include green jobs. September 2024

REQUIREMENTS
The consultant should possess the following qualifications and experience:
- Advanced degree in education, social sciences, or a related field.
- Demonstrated expertise in education research, particularly in the areas of TVET and General education or general technical high school.
- Experience working in Cambodia or similar contexts with a deep understanding of the local education system and socio-economic dynamics.
- Strong analytical and report writing skills, with the ability to communicate complex ideas clearly and effectively.
- Proven track record of conducting research studies, producing high-quality reports, and engaging with diverse stakeholders.
