Finn Church Aid (FCA) is the largest Finnish organization for development cooperation and the second largest provider of humanitarian assistance. FCA operates in twelve countries in Africa, Asia and the Middle East, and has over 70 years of experience from international aid. FCA specializes in supporting local communities in three priority areas: Right to Livelihood, Right to Quality Education and Right to Peace. FCA operations include long-term development cooperation, humanitarian assistance and advocacy. FCA has been working in Jordan since 2012 with focus on mitigating the impact of the regional refugee crisis especially among youth and young adults. Over the years, the priorities of the country program have gradually shifted from Education in Emergencies to long-term resilience and reduced aid dependency of both refugees and vulnerable host communities. These goals are promoted especially through various interventions aimed at improving livelihoods.
- Purpose of the CCI Context and Stakeholders Analysis
The context and stakeholders analysis is expected to offer in-depth understanding of the Creative & Cultural Industries context in the country in order to support FCA’s to-be-implemented CCI project in 2024-25.
The analysis shall be a basis for planning FCA’s CCI project in terms of furnishing partnerships, understanding the available resources, and responding to needs.
Based on the analysis, FCA plans to widen the partnership/ cooperation possibilities with the relevant stakeholders in order to respond to emerging issues and reflect challenges.
- Scope of the Context and Stakeholders analysis
Geographical scope
FCA’s current activities in Jordan are focused on Middle and Northern governorates of the country. Namely, Amman, Zarqa, Balqa, Ajloun, Jerash, Irbid, Mafraq governorates. The analysis is expected to look into the context and stakeholders operating in the CCI sector in these governorates. In case of remarkable features in other governorates, which would add immensely to the core of the analysis, that should also be included in the scope of the anaylsis.
Dynamic Scope
Another significant objective of the analysis is to explorethe different dynamics in each geographical area in terms of market variables, economic and social variables. In addition to identification of the available stakeholders/ players in each area.

The analysis will concentrate on the following main dimensions in order to conclusions & recommendations.:
Understanding the CCI Industry Overview in Jordan:
- Define the scope and boundaries of the CCI sector.
- Identify sub-sectors within CCI (e.g. not limited to: visual arts, performing arts, media, design, etc.).
- Analyze recent trends, challenges, and opportunities in the CCI industry.
Economic Landscape:
- Evaluate the economic impact of CCI in each governorate in the country.
- Assess the contribution of CCI to employment and self-employment markets in the designated governorates.
- Identify key economic drivers and factors influencing the CCI sector.
Policy and Regulatory Environment:
- Examine government policies and regulations affecting CCI.
- Identify any incentives or barriers for CCI development.
- Analyze intellectual property laws relevant to CCI.
Cultural and Social Context:
- Understand the cultural and social dynamics influencing CCI in each governorate.
- Analyze the role of CCI in promoting cultural norms.
- Analyze the role of CCI in promoting peace and social cohesion
- Consider societal attitudes and values towards CCI.
Technological Landscape:
- Evaluate the impact of technology on CCI (e.g., digital platforms, virtual reality, etc.).
- Identify technological trends shaping the CCI sector.
- Assess the level of technological adoption within CCI organizations.
Educational and Skill Development:
- Analyze the availability of educational programs related to CCI (from basic to tertiary education levels).
- Assess the market-relevance of available CCI-focused TVET programs
- Assess the skill levels and training opportunities for individuals in the CCI sector.
- Identify gaps in skills and knowledge within the workforce.
Stakeholder Mapping:
- Identify and categorize key stakeholders in the CCI ecosystem.
- Consider government bodies, industry associations, businesses, artists, educators, and the general public.
- Analyze the interests, influence, and power dynamics among stakeholders.
Conclusions and recommendation for FCA’s program work
- Main findings and conclusions from the sections 1-7.
- Recommendations for FCA’s CCI program development and possible offshoots stemming from these priorities.

- Kick-off meeting with FCA staff.
- Preparation of the inception report that also includes a work plan (incl. agreeing with FCA on practical arrangements such as timetables, transportation and setting up meetings and clarifying expectations for the stakeholder analysis workshop) .
- Approval of the inception report and work plan by FCA.
- Desk review, Data collection with relevant stakeholders. Preparation of the draft context and stakeholders analysis.

- Validation discussion correspondence/ meeting with FCA staff.

Budget
- Provide an indicative total budget for this exercise. All interviews, transportation and other related costs shall be included in the proposed budget.
- A detailed breakdown of the budget at VAT 0 to ensure clear and fair comparison during the assessment of the bids.

- The designated amount of budget for this analysis is planned to be 6000 EUROs.

- The Consultant is responsible for payment of all social costs, other employment related costs and insurance contributions and for all other liabilities of a statutory nature.

Skills and qualifications required
- Master’s degree or PhD in social sciences or economics (N.B. if more than one consultant, the degree of the team leader is taken into consideration.)
- Excellent knowledge of the CCI sector context in Jordan and especially on the impact of the employment and self-employment markets.
- Knowledge of the local private sector operational space.
- At least 5 years of demonstrated experience of conducting research and context analyses.
- Demonstrated experience in use of participatory methodologies and facilitating workshops
- Good knowledge of rights-based approach and promotion of gender equality
- Excellent written and spoken English and Arabic
