Job Description

Our Mission

The OSC: The Organisation of Southern Cooperation (OSC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The main functions of the Department of SEED are, accordingly, to:

  1. Provide Technical support, from a systematic perspective, in order to build balanced and inclusive educational systems
  2. Provide technical support and institutional capacity building in the areas of systemic governance, curricula, teacher training and assessments
  3. Host and administer the OSC Institute for Training

General Description

Under the overall authority of the Secretary General and the direct supervision of the Under- Secretary-General for Systemic and Endogenous Educational Development (SEED), the Chief of Section, Institutional Capacity Building and Policy Support will be responsible for providing the technical guidance and support to Member States in governance and policy articulation adopting a systemic approach framework.

Essential Job Functions

  • Support Member states in review and analysis of their existing sectoral policies within the framework of a complex systemic approach;
  • Collaborate with Member States to articulate their policy frameworks, mechanisms, and processes following a systemic approach to governance and policy articulation;
  • Offer technical support to Member States in enhancing their institutional capabilities to work adopting a systemic approach of governance;
  • Develop and maintain strong partnerships and stakeholder engagement with Ministry officials, policy institutes, higher education and TVET apparatus in the Member States to realize the Balanced and Inclusive Education agenda;
  • Lead the development of modules for articulation of the Universal Declaration of Balanced and Inclusive Education and the Global Guide of Ethics, Principles, Policies, and Practices in Balanced and Inclusive Education for the enhancement of understanding of OSC staff;
  • Implement the strategic plan and subsequent annual work plans for the section;
  • Work closely with the section on curricular reforms, training, and assessment to ensure integrated and effective support to Member States in all aspects related to systems enhancement and endogenous development;
  • Project-manage, monitor, evaluate, and report on the Section’s projects and initiatives;
  • Prepare, present, and communicate high-quality executive reports for the USG SEED;
  • Assist with the maintenance of SEED’s institutional presence, including the maintenance of relationships within governmental, academic, and non-governmental organisations.

Education, Experience and Qualifications

  • Master’s degree (or higher) in Educational Administration, public policy or other related fields.
  • At least 5-7 years of direct work experience in the area of public policy and institutional strengthening with systemic thinking approach;
  • At least 5 years of work experience around higher education transformation / TVET.
  • Strong proven experience of liaising with stakeholders such as government ministries and institutions, policy institutes, think tanks, etc.;
  • Demonstrated understanding of and experience in executing complex systemic thinking approaches;
  • Strong oral and written communication skills;
  • Ability to draw clear, concise, and executable work plans;
  • Strong conceptual and systemic thinking skills and ability to develop long-term strategies;
  • Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity;
  • Ability to work in a fast-paced new establishment shouldering multiple responsibilities simultaneously.
  • Proficiency (reading, writing and speaking) in English as well as in one other OSC’s official languages (Spanish, French and Arabic) is mandatory.
