The Chief of Party (COP) leads a five-year USAID-funded Technical and Vocational Education and Training (TVET) Program in the West Bank and Gaza to enhance the responsiveness of TVET programs and institutions to market needs, thereby enabling them to address key labor demands more effectively. The COP provides programmatic and technical leadership to the program and is responsible for technical leadership, administrative oversight, and overall coordination of the project.  The COP serves as the principal institutional liaison with USAID and key stakeholders and manage staff and ensure TVET Activity achieves stated goal and results and meets reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated under the project.

Your Background & Skills

  • Bachelor’s Degree
  • Master’s degree in economics, business, international development, public policy, education, or another relevant field.
  • 12+ years of progressive experience
  • Master’s degree in economics, business, international development, public policy, education, or another relevant field.
  • Minimum of seven years of experience in international development in demand-driven youth employment, workforce development and TVET, enterprise development, education and/or youth development.
  • Experience working with vulnerable youth populations in the Middle East.
  • Minimum of seven years of experience working with multiple stakeholders and managing large teams (15 to 20 staff members) with diverse technical specialties (private sector engagement, workforce development and public awareness) to deliver impact within agreed timelines and budget.
  • Experience in managing a systems approach, directly leading to sustainability of interventions and behavior change.
  • Experience in high level leadership positions that require excellent interpersonal, technical, and analytical skills including ability to interact effectively and collaboratively with a broad range of counterparts and key stakeholders.
  • Minimum of seven years of experience in initiating, developing and solidifying partnership agreements with employers and the business community, preferably in the West Bank or MENA
  • Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance projects (with strong preference for past USAID-funded project management experience)
  • Strong understanding of the West Bank context preferred
  • Ability to establish strong working relationships with senior government officials; education institutions and administrators; media, civil society, and private sector leaders; international donors; and other stakeholders
  • Proven leadership qualities and excellent management skills
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives in compliance with USAID rules and regulations
  • Strong representational and organizational skills
  • Fluency in written and spoken English is required; proficiency in Arabic strongly preferred

Your Daily Tasks

  • Provide strategic and technical leadership to the program; deploying innovative and adaptive program implementation that activates stakeholders while effectively meeting donor deliverables
  • Supervise, manage, and mentor program staff and work in close coordination with IREX’s home office
  • Oversee monitoring, evaluation, and reporting of program activities; facilitate learning across activities and amongst key stakeholders
  • Serve as the principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector and civil society partners, program beneficiaries, and other stakeholders
  • Develop and maintain effective partnerships with local, regional, and international organizations
  • Represent IREX publicly and support its organizational development
  • Ensure program activities are efficiently implemented on schedule and within budget; responsively adapting to changes and lessons learned throughout implementation
  • Oversee program budgeting, financial management, and compliance
