DevTech core practice areas include: Monitoring and Evaluation; Knowledge Management and Data Analytics; Public Financial Management and Fiscal Sustainability; and Education, Gender, and Youth.

Overview

The purpose of the project is to improve the quality of education for deaf children and youth in Morocco. This purpose will be achieved through sustainably improving the performance and capacity of Moroccan Higher Education Institutions (HEIs) and regional teacher training centers (CRMEFs) to provide quality teacher preparation and professional development in bilingual deaf education.

Position duration: July 2022 – June 2025.

Responsibilities

  • Overall project management and leadership of field office with five team members.
  • Serve as primary point of contact with USAID/Morocco, the Ministry of Education, Vocational Training, Higher Education and Scientific Research Ministry of Education, Moroccan HEIs among other key project stakeholders.  
  • Provide technical and administrative leadership on all Inclusive Education activities with Moroccan HEIs, the MoE and other key education stakeholders.  
  • Oversee implementation of the project’s monitoring and evaluation activities and ensure all project results and targets are met.
  • Supervise both short-term technical assistance and full-time personnel.
  • Collaborate with project partners, subcontractors, and government stakeholders.
  • Provide strategic vision and overall leadership; ensuring the provision of timely, high-quality services.
  • Ensure timely information on the progress and status of all activities; and ensure compliance and integrity of project operations in accordance with DevTech policies and USAID regulations.
  • Coordinate with DevTech’s home office and maintain regular communication on progress made and potential issues.

Qualifications

  • Senior professional with a master's degree and proven experience running large education or international development activities. USAID experience a plus.
  • Outstanding strategic planning and management skills.
  • Proven communications and relationship building skills with stakeholders.
  • Demonstrated understanding of the cultural protocols of Morocco when communicating and interacting with government and key partners.  
  • Demonstrated experience in managing activity teams that have diverse backgrounds and skills.
  • Possess strong teamwork and effective cross-cultural interpersonal skills.
  • Have a sound understanding of development and education issues in Morocco, or other similar Middle East/North Africa countries, and knowledge of Moroccan counterparts and organizations active in education.
  • Demonstrated professional excellence, excellent writing ability, and ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
  • Fluency in spoken and written English.
  • MSL (Moroccan Sign Language) and Modern Standard Arabic desired but not required.
