Summary of Position:

IREX seeks a qualified Chief of Party for the anticipated $12M, five-year USAID-funded New Higher Education Capacity Development Activity in Lebanon. This activity will aim to provide technical assistance and institutional capacity building to local higher education institutions and to key official higher education entities in areas such as strategic planning, administrative and financial management, and collaboration with other stakeholders, to improve their effectiveness at the system level and to develop linkages with the private productive sector.  Based in Beirut, the Chief of Party will oversee all aspects of program implementation, providing vision to the program and ensuring that objectives are met on time and within budget. Citizens of Lebanon or permanent residents with work authorization are strongly encouraged to apply. This position is contingent on funding.

Primary Responsibilities:

  • Provide strategic and technical leadership to the program, including a comprehensive vision for designing activities that will improve the performance of core functions by higher education institutions and support effective and sustainable collaboration among higher education institutions, industry, and government stakeholders.
  • Serve as principal liaison with USAID and develop productive collaborative relationships with a wide range of key stakeholders including government officials, Lebanese higher educational institutions, other donors and implementers, program beneficiaries and others.
  • Develop productive collaborative relationships with implementing partners and subawardees and ensure shared vision, understanding, and coordinated action across the consortium.
  • Oversee program work planning and ensure program activities are implemented on schedule, within budget, and coordinated to maximize efficiency and effectiveness.
  • Oversee program budgeting and forecasting, financial management, compliance and subgrants management.
  • Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
  • Integrate diversity, equity, and inclusion throughout program implementation while also promoting an evidence-based positive youth development approach.
  • Ensure that IREX’s safety and security policies and procedures are applied to all program and staff operations.
  • Other duties, as assigned.

Minimum Qualifications:

  • Master’s degree in education, international development, non-profit management or related field; or bachelor’s degree with at least 12 years of experience in related fields.
  • At least 10 years of experience with higher education initiatives and reform or a relevant related field.
  • Prior experience working with donor funded initiatives.
  • Ability to establish strong working relationships with higher education institutions, senior government officials, international donors, industry, and other stakeholders.
  • Demonstrated ability to oversee workplans and budgets and effectively plan both strategically and creatively to meet program objectives on time and on budget.
  • Demonstrated technical expertise improving the performance of core functions of higher education institutions and supporting effective and sustainable collaboration among higher education institutions, industry, and government stakeholders to improve teaching and learning, research, and innovation.
  • Demonstrated technical experience in entrepreneurship programming and youth workforce development.
  • Demonstrated experience in mobilizing, leading and managing multidisciplinary teams
  • Relevant work experience in Lebanon required.
  • Experience in the Middle East region strongly preferred.
  • Fluency in written and spoken English; working-level fluency in Arabic highly preferred.
