IREX seeks Multiple Technical Specialists to participate in the upcoming five-year, approximately $50-$100M USAID-funded Workforce Development Activity in Ukraine.  The goal of this activity will be to support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by the war. The award will help adapt employers and employees to structural changes in the labor market.  

**Please note only candidates with Ukraine citizenship will be considered** 

We are looking for candidates with subject matter expertise in one or more of the following areas:  

  • Workforce development/TVET
  • Education/skills development
  • Labor market reform
  • Economic growth
  • Private sector engagement
  • EU integration  

General Qualifications: 

  • Bachelor’s degree or higher in relevant field
  • Minimum 6 years of experience with designing and implementing development initiatives in one or more of the areas listed above
  • Demonstrated experience managing donor-funded programs. USAID experience highly desired
  • Experience working with counterparts, stakeholders at various levels of government, the private sector in Ukraine
  • Advanced proficiency in Ukrainian required. Working-level knowledge of English, desired.
