OVERVIEW OF THE FUNCTIONS OF THE POST

In December 2020, UNESCO and the European Union signed the three-year Phase 2 of the TVET reform project “Jobs Creation Through Technical & Vocation education SYSTEM Strengthening & Labour Market Linkages”. Phase 2 to strengthen and consolidate the policy and systems developed in Phase 1 by embedding them in Federal and local Directorate policies and procedures; and through their application at the provider level, focusing on vocational schools and universities to develop centers of excellence as a model and resource for other institutions for possible replication and scale-up nation-wide.
The project is under the overall Supervision of the Chief of Education.  On a day-to-day basis, the incumbent will be responsible for supporting and managing the implementation of TVET supporting technically and organizationally the Chief Of Education in implementing a complex and articulate project, aiming at reforming the TVET system in Iraq.

The Project will enhance the employment of Iraqi youth from 7 Technical Universities and Polytechnics and 5 Vocational schools by creating centers of Vocational Excellence that have strong labour market links, revised curricula and pedagogy, and a student-centered approach.   

Specifically, the incumbent will:

  • Take an advisory role for the other National consultants and Project officers, assist, and advise them in their work in relation to the Ministries and project implementation.
  • Be the main point of contact for Senior MoE, MoHESR, and PMAC officials including the Deputy Ministers and the Ministers’ Advisors. Liaise directly with the Donor National staff.
  • Act as the alternative to the Senior Consultant in his absence in implementing all Outputs within the project and in presenting the TVET 2 project progress and future work plan in meetings and workshop.
  • Act as secretariat for the Project Steering committee and liaise directly with all Iraqi committee members on setting dates, minutes, and composition of the Committee.
  • Be responsible for preparing all tender documents/ToRs/BoQs for the TVET 2 project in consultation with the senior consultant and the UNESCO Finance team.
  • Ensure that TVET procurement plan is kept up to date and implemented as per schedule.
  • Facilitate the development of Competency-Based curricula working with international and National experts in 2 of the economic sectors (IT and Hospitality), in line with the Technical and Vocational Qualifications Framework.
  • Build relations with the MoE representatives across Iraq and Kurdistan to  ensure successful implementation of all of the Activities under Outcomes 1 and 2.
  • Organize and provide quality assurance assessments in liaison with international experts for the delivery of TVET in the 5 vocational schools.
  • Build strong working relationships with the Vocational schools in the 5 areas to ensure cooperation and good communication channels to allow the organization of workshops, training and meetings with International and National experts.

REQUIRED QUALIFICATIONS

EDUCATION

Advanced university degree (Master's or equivalent)  in the field of education, social sciences or any other related field(s).  A first-level university degree in the aforementioned fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

  • Minimum 2 years of progressively responsible relevant professional experience in education, Technical Vocational Education and Training (TVET) or closely related fields.
  • A strong network in the MoE (Ministry of Education) and MoHESR (Ministry of Higher Education and Scientific Research).

SKILLS AND COMPETENCIES

  • Ability to build and maintain partnerships.
  • Ability to work under pressure, manage heavy workloads and meet tight deadlines, paying close attention to detail and quality of work.
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization.
  • Demonstrated project implementation skills.

LANGUAGES

  • Excellent knowledge (written and spoken) of Arabic and English.

DESIRABLE QUALIFICATIONS

WORK EXPERIENCE

  • Experience within the UN entity.
  • 6 or more years of Experience in Technical Vocational Education implementation (TVET) for education.

LANGUAGES

  • Knowledge of the other UNESCO official languages (French, Chinese, Russian and Spanish).

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is USD 48,870.
